6. TARCOOLA

6.1. OVERVIEW

The line between the 510km - 850m (Northgate Block Point) and Darwin is owned and maintained by GWA. The activities of train control, provision of communication systems and establishment and promulgation of network operating parameters are carried out by GWA.

The GWA Transport Controller controls movements between Northgate Block Point and Darwin. Communications between the GWA transport controller and movements will be carried out primarily by satellite telephone.

The ARTC North CTC Network Controller controls movements between Port Augusta and Tarcoola including the Tarcoola yard (up to the Kalgoorlie end Yard Limit Board) and movements between Tarcoola and Northgate Block Point.

The ARTC Cook Train Order Network Controller controls movements between the Kalgoorlie end Yard Limit board at Tarcoola and Cook Yard.

6.2. ISSUE OF TRAIN AUTHORITIES BETWEEN THE PORT AUGUSTA LINE AND THE DARWIN LINE.

Train authorities are only issued by the ARTC North CTC Network Controller for movements in either direction between Northgate Block Point and Tarcoola.

The crew of the movement shall ensure that times of arrival and departure at Tarcoola are reported to both Network / Transport Controllers.

6.3. MOVEMENTS PROCEEDING FROM MALBOOMA TO TARCOOLA

The ARTC Cook Train Order Network Controller shall confer with the ARTC North CTC Network Controller regarding the approach of each movement from Malbooma and details of the Train Authority issued.

A Train Authority issued by the ARTC Cook Train Order Network Controller for a movement to proceed from Malbooma to Tarcoola shall not indicate the track the movement is to take.

The Driver of the movement shall not proceed beyond the Kalgoorlie end Yard Limit Board at Tarcoola without first contacting the ARTC North CTC Network Controller.
The crew of the movement shall contact the ARTC North CTC Network Controller upon departing Malbooma to ascertain if they are to cross or pass another movement at Tarcoola and to obtain Train Working Advice.

If the movement is to proceed through Tarcoola, the ARTC North CTC Network Controller shall provide Train Working Advice and set the required route for the movement to proceed beyond Tarcoola.

The train crew of the movement shall ensure that times of arrival and departure at Tarcoola are reported to each Network / Transport Controller with whom they interface.

6.4. MOVEMENTS FROM TARCOOLA TO MALBOOMA

The crew of a movement approaching Tarcoola and proceeding to Malbooma shall contact the ARTC Cook Train Order Network Controller upon departing Ferguson.

If the movement is not required to stop at Tarcoola and is not crossing or passing any other movement, the ARTC Cook Train Order Network Controller shall issue a Train Working Advice and Train Authority for the movement to continue beyond Tarcoola.

The crew of the movements proceeding between the Port Augusta line and the Kalgoorlie line at Tarcoola shall report times of arrival and departure at Tarcoola to both Network Controllers.

6.5. MOVEMENTS BETWEEN ARTC AND GWA CONTROLLED TERRITORY

6.5.1 ARTC NETWORK CONTROLLER AND GWA TRANSPORT CONTROLLER TO LIAISE

The ARTC Network Controller and the GWA Transport Controller shall liaise as frequently as is necessary to reach understanding in relation to:

-the anticipated arrival and departure times of movements at Northgate Block Point
-the planning of train paths
-train identification and load details
-crossing / passing requirements as appropriate

6.5.2 MOVEMENTS PROCEEDING BEYOND NORTHGATE BLOCK POINT

Prior to issuing an authority for a movement (including track maintenance movements) that is intended to proceed beyond Northgate Block Point, permission shall be sought from the controller of the adjoining train control jurisdiction, to ensure there are no conflicting movements.

6.5.3 MOVEMENTS WORKING UP TO NORTHGATE BLOCK POINT

Prior to issuing an authority for a movement (including track maintenance movements) working up to, but not beyond Northgate Block Point, advice of the movement shall be provided to the controller of adjoining train control jurisdiction.

6.5.4 DEPARTURE TIMES TO BE REPORTED TO CONTROL

Train crews shall report departure times through Northgate Block Point to both the ARTC Network Controller and the GWA Transport Controller.

6.5.5 ISSUE OF AUTHORITIES FOR MOVEMENTS FROM TARCOOLA TO THE DARWIN LINE

On receiving an Authority to depart Tarcoola from the ARTC Network Controller, and prior to arrival at Northgate Block Point, the train crew shall contact the GWA Transport Controller to request an Authority to proceed beyond Northgate Block Point.

The first words of a GWA Train Authority shall read:

"Proceed from NORTHGATE BLOCK POINT to (Destination)"

6.5.6 ISSUE OF AUTHORITIES FOR MOVEMENTS FROM THE DARWIN LINE TO TARCOOLA

The GWA Train Authority shall contain the instruction to:
"Proceed to NORTHGATE BLOCK POINT"

Trains departing Northgate Block Point for points north shall report to the ARTC Network Controller on passing through Northgate Block Point in accordance with Clause 3.9.12 of the Code of Practice (DIRN).

On receiving an Authority to depart Carnes or 555 Quarry from the GWA Transport Controller, the train crew shall contact the ARTC Network Controller to request an Authority to proceed beyond Northgate Block Point towards Tarcoola.
