Operation of Rail Movements, Swanson Dock Sidings, Port of Melbourne

1700hrs Friday 08 May until further notice

Operation or Rail Movements to and from Swanson Dock Sidings:
Owing to rust build up on the rail along the Swanson Dock Lead and the track circuited tracks in Swanson Dock Sidings within the Port of Melbourne, the following will apply for all rail movements:

SWANSON DOCK COMPETENT WORKER:
----------------------------------
A Swanson Dock Competent Worker is provided by Rail Operations and Safeworking (ROS) on behalf of the Port of Melbourne and must attend the Swanson Dock Sidings for all rail movements.

The Swanson Dock Competent Worker is responsible for:
# Operation of the Dual Control Point Machines on Points No. 53, 55 and 59 in the Hand operating position;
# Confirming with the Network Controller that arriving rail movements have arrived at Swanson Dock complete (past Points No. 53), and
# Confirming with the Network Controller that departing rail movements have passed Home Signals APD42 or APD44 complete. This sighting may occur at Dock Link Rd Level Crossing at South Dynon.

RAIL OPERATORS REQUIRING TO OPERATE A RAIL MOVEMENT INTO SWANSON DOCK:

Rail Operators requiring to operate a rail movement into the Swanson Dock Sidings must, on the Thursday of the week prior to the rail movement, contact ROS on 0424 822 941, or email ‘projects@railoperations.net.au’ and provide details of the proposed rail movement to ensure the Swanson Dock Competent Worker is in attendance for the rail movement.

POINTS NO. 53
------------------
Points No. 53 are the points forming the junction into East Swanson Dock Sidings (Patrick Sidings) and Footscray Rd Sidings and are operated manually by the Swanson Dock Competent Worker.

Safeworking (red) padlocks are provided in the Selector and Hand Throw levers, and the levers must be locked when not in use.

To prevent operation of the Intermodal Rd Level Crossing when the point machine is in the Hand operating position, when the points are set normal (for Footscray Road Sidings), the Swanson Dock Competent Worker must place the selector lever on the point machine in the Motor Operating Position and apply a point clip to the points. The point clip must be locked with a red Safeworking padlock.

MAINTENANCE ON POINTS NO. 53

When maintenance is required on Points 53, the signal maintainer may unlock the selector lever and hand throw lever on the point machine, remove the point clip and undertake the required maintenance and must ensure that at completion of the maintenance, the point machine is restored to the Motor Operating Position and the Hand Throw and Selector levers are locked, and the point clip is reapplied and locked with the Safeworking Red Padlock.

POINTS NO. 55 AND 59:

Points No. 55 are located inside the gate at East Swanson Dock Sidings and Points No. 59 are the points between No. 1 and No. 2 tracks at the Footscray Rd Sidings and are operated by the Swanson Dock Competent Worker.

Safeworking (red) padlocks are provided in the Selector and Hand Throw levers, and the levers must be locked when not in use.

Points No. 55 and 59 must not be placed in the Motor Operating Position and the Selector Lever must remain in the Hand Operating Position.

MAINTENANCE ON POINTS NO. 55 and 59

When maintenance is required on Points 55 and 59, the signal maintainer may unlock the selector lever and hand throw lever on the point machine and undertake the required maintenance and must ensure that at completion of the maintenance, the point machine is restored to the Normal Position and the Hand Operating Position, and the Hand Throw and Selector levers are again locked.

POINT INDICATORS
-----------------------
All point indicators at Swanson Dock Sidings are operational and display the position of Points No. 53, 55 and 59 in accordance with the Section 9 of the Port of Melbourne Operating Procedures, irrespective if the points are in the Hand Operating Position.

SWANSON DOCK COMPETENT WORKER COMMENCING DUTY:
-------------------------------------------------
The Swanson Dock Competent Worker must attend the Swanson Dock Sidings 60 minutes prior to the scheduled arrival of a rail movement and must:
# Advise the ARTC Network Controller and obtain the estimated arrival time of the rail movement, and
# Set Points No. 53, 55 or 59 for the rail movement.

RAIL MOVEMENT ARRIVING:
-----------------------------
After the rail movement passes Home Signal APD42 or APD44, the ARTC Network Controller must apply a Blocking Facility to prevent the setting of a route into Swanson Dock Sidings until it has been confirmed that the rail movement has arrived complete.

As the rail movement is arriving, the Swanson Dock Competent Worker must:
# Advise the Driver that the points are set for the rail movement to proceed into the nominated sidings, and
# Provided the rail movement has arrived complete, advise the ARTC Network Controller that the rail movement is complete beyond Points No. 53.

RAIL MOVEMENT SHUNTING:
------------------------------
Drivers of Rail Movements must liaise with the ARTC Network Controller in accordance with Section 10 of the Port of Melbourne Operating Procedures with regard to passing Stop Boards and then request the Swanson Dock Competent Worker details of required shunting.

The Swanson Dock Competent Worker must set Points No. 53, 55 or 59 as requested by the Rail Traffic Crew of the rail movement and then advise the Rail Traffic Crew of the rail movement that the points are set.

The rail movement must operate as detailed in the applicable Section of the Port of Melbourne Operating Procedures.

RAIL MOVEMENT DEPARTING:
------------------------------
Rail Traffic Crew of rail movements must liaise with the ARTC Network Controller in accordance with Section 10 of the Port of Melbourne Operating Procedures with regard to passing Stop Boards and permission to depart Swanson Dock Sidings and then request the Swanson Dock Competent Worker to set the required points for the rail movement to depart.

The Swanson Dock Competent Worker must set Points No. 53, 55 or 59 as requested by the Rail Traffic Crew of the rail movement.

The rail movement must depart as detailed in the applicable Section of the Port of Melbourne Operating Procedures.

The Swanson Dock Competent Worker must proceed to a position that a roll by of the departing rail movement can be undertaking and confirmation that the rail movement has cleared Home Signals APD42 or APD44 complete.

Provided the rail movement has been confirmed as departing Home Signals APD42 or APD44 complete, the Swanson Dock Competent Worker must advise the ARTC Network Controller.

INTERMODAL WAY LEVEL CROSSING:
-----------------------------------
Intermodal Way Level Crossing must be operated by test switch for all rail movements requiring to proceed across the level crossing, by the Swanson Dock Competent Worker.

The door to the test switch is locked with a Safeworking (red) padlock.

Upon operating the test switch for Intermodal Way Level Crossing, and provided the booms are fully down, the Swanson Dock Competent Worker must advise the Rail Traffic Crew of the rail movement the status of the level crossing and that the rail movement may proceed across the level crossing.

RAIL MOVEMENTS STABLING WITHIN SWANSON DOCK SIDINGS:
---------------------------------------------------------
The Swanson Dock Competent Worker does not require to remain on duty when a rail movement is stabled within the individual sidings at Swanson Dock, however, they must be advised the time when the rail movement will again require operating within the sidings.

The Swanson Dock Competent Worker must commence duty 60 minutes prior to the rail movements planned movements within the sidings.

SWANSON DOCK COMPETENT WORKER CEASING DUTY:
-----------------------------------------------
Prior to ceasing duty, the Swanson Dock Competent Worker must ensure that:
# If Points No. 53 are left in the Normal Position, the Selector Lever is set to the Motor Operating Position and both levers are locked and a point clip as been applied as detailed in this Train Notice.
# If Points No. 53 are left in the Reverse Position, the Selector and Hand Throw levers are locked (no requirement to apply a point clip);
# The Hand Throw and Selector Levers on Points No. 55 and 59 are locked as detailed in this Train Notice, and
# The door on the Intermodal Way Level Crossing is closed and locked.
Provided these have been undertaken, the Swanson Dock Competent Worker must advise the ARTC Network Controller they are ceasing duty and the time that the Swanson Dock Competent Worker will next be on duty, if known.
