Port of Melbourne Sidings Updated Operating Procedures for the Operation of Rail Movements
Commencing Monday 06 May 2024 --------------------------------------------------
PORT OF MELBOURNE SIDINGS, NON USE OF SIGNALLING INFRASTRUCTURE On Monday 06 May 2024, the following will be in place at Swanson Dock and Appleton Dock Sidings.
DWARF SIGNAL APD4 (APPLETON DOCK SIDINGS) Dwarf Signal APD4 will be extinguished and placed in the ‘Tilted’ (lowered) position.
DWARF SIGNAL APD6 (SWANSON DOCK SIDINGS): Dwarf Signal APD6 will be extinguished and placed in the ‘Tilted’ (lowered) position.
CONTROLS FOR SIGNALS APD4 AND APD6: The cabinet housing the controls for Signals APD4 and APD6 will be secured with an independent padlock, the key held by the Port of Melbourne Safeworking Supervisor.
POINTS 5D (APPLETON DOCK SIDINGS): Points 5D will be set in the Normal Position and the selector lever placed in the Motor Operating Position, and then the fuse removed from the point machine. A point clip will be placed on the points and the selector lever/hand throw lever, and the point clip will be locked with independent padlocks, the key held by the Port of Melbourne Rail Operations Representative.
POINTS 5BU and 5BD (SWANSON DOCK LINK LINE): Points 5BU and 5BD will be set in the SG Position and the selector lever placed in the Motor Operating Position, and then the fuse removed from the point machine.
A point clip will be placed on the points and the selector lever/hand throw lever, and the point clip will be locked with independent padlocks, the key held by the Port of Melbourne Rail Operations Representative.
POINTS 5U (SWANSON DOCK SIDINGS): Points 5U will be set in the Normal Position and the selector lever placed in the Motor Operating Position, and then the fuse removed from the point machine.
POINTS 53, 55 and 59 (SWANSON DOCK SIDINGS): Points 53, 55 and 59 will have the fuse removed from each the point machine and will be operated in the hand operating position by the Swanson Dock Safeworker. EAST SWANSON DOCK TERMINAL GATE (PATRICK SIDING): The gate leading into the East Swanson Dock (Patrick) Terminal will be operated by a Patrick Qualified worker for the arrival and departure of rail movements.
INTERMODAL WAY LEVEL CROSSING Intermodal way level crossing, located on the lead into East Swanson Dock Sidings (Patrick Terminal) will be commissioned consisting of and Active Level Crossing with flashing lights and boom gates.
The Test Switch is located in a cabinet on the signalling location box, and the cabinet is locked with a padlock held by the Swanson Dock Safeworker.
The Swanson Dock Safeworker, prior to authorising a rail movement to pass Stop Board 1, 4 or 5 for a rail movement to proceed into or from the East Swanson Dock Siding, must operate the test switch for the level crossing and ensure that the booms are in the full down position. The Test Switch must not be cancelled until the whole of the train has cleared the level crossing.
DOCK LINK RD LEVEL CROSSING (FOOTSCRAY RD SIDINGS) The Key Switch operation on either side of the Dock Link Rd level crossing, located on the lead into West Swanson Dock Sidings (DP World Terminal) will be abolished and replaced with a ‘Spring Switch’ operation.
The ‘Spring Switch’ has three positions and when releases will always spring back to the centre position. The positions are, ‘CANCEL, CENTRE, ACTIVATE,’, turning the key switch to the right will initiate a command to activate the level crossing operation, turning it to the left will cancel the level crossing operation.
The key switch is located in a cabinet either side of the Dock Link Rd Level Crossing which are locked with padlocks held by the Swanson Dock Safeworker. The Swanson Dock Safeworker will be responsible for authorising rail movements to cross the Dock Link Rd Level Crossing, and prior to authorising a rail movement to proceed into or from the West Swanson Dock Sidings, must operate the switch and then release it and ensure that the booms are in the full down position
The level crossing operation will take approx. 30 seconds to initiate as the Footscray Rd traffic lights cycle, and then after the rail movement has cleared the level crossing, will cancel automatically.
PHOENIX SIGNAL CONROL SYSTEM, MELBOURNE METRO NETWORK CONTROL The Phoenix Signal Control System will be updated to indicate the tracks and position of points 5d, 5u, 53, 55 and 59 and the operation of the Intermodal Way level crossing.
SWANSON DOCK SAFEWORKER The Swanson Dock Safeworker will continue to be in attendance for the arrival and departure of rail movements as detailed in the operating processes for the Swanson Dock Sidings.
