Chiltern Mainline Crossover Signalling Commissioning

0600 Hrs Saturday 19/08/2017 to 1800 Hrs Monday 21/08/2017

On Saturday 19/08/2017 commencing at 0600 hours and concluding at 1800 hours on Monday 21/08/2017, or until testing is completed, the following Signalling Commissioning works to allow for final commissioning of the mainline crossover at Chiltern will be undertaken.

During the commissioning period, control of the signalling functions at the following stations will be required for testing purposes:
Wangaratta (Inclusive) to Wodonga (Inclusive) on both East & West Lines.

Signal aspects within the limits of the signal commissioning will be lit.

General:

The Chiltern Mainline crossover is located on the ARTC East and West Main Line at 277.576 Kms in the Chiltern to Barnawatha Section.

The crossover will be signalled to provide a crossover point in the up direction from the west line to the East line, and in the down direction from the east line to the west line.

The detailed changes are as follows:

Points:
---------

The following points will be brought into use

-3U Turnout on the East Line at 277.496 km. This will be a left hand turnout to allow access to the West Line in the down direction and down through movements on the West Line.

- 3D Turnout on the West Line at 277.656 km. This will be a left hand turnout to allow access to the East line in the up direction and up through movements on the West Line.

- All new point machines are dual control.

Signals:
----------

The following existing signal on the West Line will have the aspects altered:-

-Controlled Signal BAW10 at 282.440 km will have the existing ‘A’ arm changed to a 3 aspect head for inclusion of a Yellow aspect and the existing ‘B’ arm changed to a 2 Aspect head for inclusion of a Green aspect, and an ‘80’ Kph Speed Indicator The signal will display Stop, Caution Normal Speed, Clear Normal Speed and Reduce to Medium Speed (with ‘80’ Kph speed indicator) for up direction movements along the West Line.

The following existing signal for the SCT Siding Up departure will have the aspects altered:-

-Controlled Signal BAW12 at 282.13 2km will have the existing ‘B’ arm changed to a 3 Aspect head for inclusion of a Yellow aspect. The signal will display Stop, Caution Medium Speed, Clear Medium Speed, for up direction movements to the West Line.

A sign will be installed adjacent to BAW12 inscribed with the following instruction.
"Movements are not to exceed 80 km/h until the driver confirms the aspect on CHI/14."

The following new signals will be brought into use:

- CHI2 Absolute Home Departure Signal at 277.181 on the East Line km is provided to protect 3U points, and for Down direction movements along the East Line, or across via No 3 crossover to the West line. It is provided with 2 aspect ‘A’ arm, a 3 aspect ‘B’ arm and an ‘80’ Kph Speed Indicator. The signal will display Stop, Clear Normal Speed, Caution Medium Speed and Clear Medium Speed (with ‘80’ Kph speed indicator).

- CHI12 Absolute Home Departure Signal at 277.181 km on the West Line is provided to protect 3D Points, and for Down direction movements along the West Line. It is provided with 3 aspect ‘A’ arm, and a 1 aspect ‘B’ arm. The signal will display Stop, Caution Normal Speed and Clear Normal Speed.

- CHI4 Absolute Home Departure Signal at 277.971 km on the East Line is provided to protect 3U points and allow Up direction movements along the East Line. It is provided with 3 aspect ‘A’ arm, and a 1 aspect ‘B’ arm. The signal will display Stop, Caution Normal Speed and Clear Normal Speed.

- CHI14 Absolute Home Departure Signal at 277.971 km on the West Line is provided to protect 3D points and for Up direction movements along the West Line, or across via No 3 crossover to the East line. It is provided with 2 aspect ‘A’ arm, a 3 aspect ‘B’ arm and an ‘80’ Kph Speed Indicator. The signal will display Stop, Clear Normal Speed, Caution Medium Speed and Clear Medium Speed (with ‘80’ Kph speed indicator)

- Permissive Signal ES2820 at 283.438 km for Up Direction Trains on the East Line, with a 3 aspect ‘A’ arm and 1 Aspect ‘B’ Arm which will display Stop, Caution Normal Speed and Clear Normal Speed (‘A’ arm indication only)

- Permissive Signal ES2731 at 273.133 km for Down Direction Trains on the East Line, with a 3 aspect ‘A’ arm, a 2 aspect ‘B’ arm and an ‘80’ Kph Speed Indicator. The signal will display Stop, Caution Normal Speed, Clear Normal Speed and Reduce to Medium Speed (with ‘80’ Kph speed indicator) for Down direction movements along the East Line.

- All new signals will be LED type

Train Detection:
---------------------

The following existing track circuits will be altered:
- EES2773T - Decommissioned and removed from use
- EES2731T - Reduced in length
- ES2836T - Decommissioned and removed from use
- ES2772T - Decommissioned and removed from use
- ES2808T - Extended in length

The following new track circuits will be brought into use:
- 18AT
- ES2730T
- ES2820T
- 2T
- 12T
- 3T
- A3T
- 4T
- 14T

All signalling equipment will be remotely controlled and indications displayed at ARTC NCCS Junee. Alterations to the Main South C Network Controllers Phoenix panel will be undertaken as part of these works.

During the commissioning period, all works within the danger zone shall be undertaken during a full track occupation on the East and West lines and be under the authority of the qualified safeworker.

The works will affect the operation of Havelock St level crossing at 279.496 km. Level Crossing Keepers will be present at the affected crossing during the period the crossing are affected by works.

The following Predictor Level Crossings will operate normally during commissioning: -

- Boorhaman Road ID1010 at 238.492 km

- Summers Road ID1013 at 247.303 km
- McMahons Rd ID1016 at 254.494 km
- Developmental Road ID 1019 at 258.433 km
- Racecourse Road ID 1021 at 268.238 km
- Beechworth Rd ID1022 at 270.972 km
- Old Hume Highway ID1029 at 280.692 km
- Old Barnawartha Rd ID1033 at 284.899 m

Commissioning works and testing of the Chiltern Mainline Crossover signal interlocking will continue until the new equipment is brought into service.

Safeworking Arrangements

The work must be carried out as per TA20 - ARTC Code of Practice for the Victorian Main Line Operations.

The duties of Rail Traffic Crews and Network Controllers are detailed in Train Notice 1341/2017.

The Qualified Worker in charge of the signalling commissioning shall liaise with the network controller, and an Infrastructure Booking Authority (ANRF 003) must be compiled to book out of use and back into use, commission and permanently remove infrastructure.

Upon final commissioning, the mainline crossover at Chiltern will be available for train movements.
