Road-Rail Vehicle and Track Vehicle / Track Machine Travel on the ARTC Victorian, Network (TA20)

Commencing 0001hrs on Wednesday 06 JULY 2022, ARTC will enforce the following existing requirements where Road-Rail vehicles are required to travel on the ARTC Network, under Road - Rail Permission Procedures 1 to 8, Section 30, of TA20 - ARTC Code of Practice for the Victorian Main Line Operations.

- Road - Rail vehicles must always travel under their own Road - Rail Permission (occupancy) unless travelling in convoy.
- Road - Rail Permission cannot be authorised in the same section of line where a Track Warrant has already been issued.
- A Track Warrant may be issued in the same section of line where Road - Rail Permission has already been granted if the Road - Rail vehicle operator travelling through the section is advised and agrees to the issue of the Track Warrant. The Network Controller must confirm via a 3 way conversation that mutual understanding of the movement to be undertaken has taken place before issuing the Track Warrant.
- The Track Warrant must not be returned until the Track Force Protection Coordinator has confirmed that the Road Rail vehicle travelling through the Track Warrant has cleared the limits of the Track Warrant in accordance with Rule 21, Section 15, clause (b) of TA20 - ARTC Code of Practice for the Victorian Main Line Operations.

Where Road - Rail vehicles are associated with a Track Warrant, the Road - Rail vehicles are permitted to occupy the track under the occupancy held by the Track Force Protection Coordinator (Competent Worker).

The movement of Track Vehicles or Track Machines is unchanged.

Prior to issuing a Track Warrant that is adjoining an existing Track Warrant, the Network Controller must confirm via a 3 way conversation that mutual understanding of the movement to be undertaken has taken place.

The Network Controller will apply individual blocking for each Track Warrant issued or Road - Rail Permission granted.
