Light track equipment (Road-Rail Vehicle TRI) and Heavy track equipment (Track Vehicle Travel TOA) on the ARTC South Australian, Western Australian and western Victorian Network (CoP areas)

Commencing 0001hrs on Wednesday 06 JULY 2022, ARTC will enforce the following requirements for the movement of Light track equipment and Heavy track equipment to travel on the ARTC Network, as contained in the Code of Practice for the Defined Interstate Rail Network.

- Light track equipment (Road - Rail vehicles) must always travel under their own Train Running Information (TRI) (occupancy) unless travelling in convoy.
- A Track Occupancy Authority (TOA) may be issued in the same section of line where a TRI has already been validated if the Light track equipment (Road - Rail vehicle operator) travelling through the section is advised prior to the issue of the TOA. The Network Controller must confirm via a 3 way conversation that mutual understanding of the movement to be undertaken has taken place before issuing the TOA.
- Where a TOA has been authorised in a section and a road rail vehicle is required to travel through the same section the Road Rail vehicle must obtain its own Occupancy (i.e., TRI) for the section. A TRI for travel is permitted to travel through the TOA provided the information contains advice as to the location and limits of the TOA. The Worksite Supervisor in charge of the TOA must receive advice about the TRI prior to the TRI being authorised. The Network Controller must confirm via a 3 way conversation that mutual understanding of the movement to be undertaken has taken place.

The movement of Track Vehicles or Track Machines is unchanged.

Prior to issuing a TOA that is adjoining an existing TOA, the Network Controller must confirm via a 3 way conversation that mutual understanding of the work has taken place.

The Network Controller will apply individual blocking for each TOA issued or TRI validated.
