SECTION 09 - Tent Hill to Kalgoorlie, insert the following operating procedure.
7. COOK
7.1. INTERFACE OVERVIEW
The ARTC Parkeston Train Order Network Controller controls all movements between the West End Yard Limit Board at Cook and the End ARTC sign located at 1780.600 km, 436 metres prior to Brookfield Rail Signal 92 in the Parkeston to West Kalgoorlie Section.
The ARTC Cook Train Order Network Controller controls all movements between Signal 24 at Tarcoola and the West End Yard Limit Board at Cook.
The ARTC North CTC Network Controller must obtain permission from the ARTC Cook Train Order Network Controller prior to clearing Tarcoola Signals 23, 23E or 33 towards Malbooma.
7.2. GENERAL
Cook shall normally operate as an unattended location when the following shall apply -:
- All west-bound train authorities shall terminate at Cook and shall; where possible, indicate the line which the movement is to take.
- Movements which have been held at the East End Yard Limit Board at Cook must obtain a train authority from the Cook Train Order Network Controller to enter Cook Yard prior to being issued with a train authority from the Parkeston Train Order Network Controller to proceed into the Cook - Koonalda Block Point section.
- When there is no requirement to change the train crew at Cook a train authority to proceed from Cook may be issued 'enroute' when the movement is in the Thomiar - Cook or Koonalda Block Point - Cook sections once it has been confirmed that the train is in possession of a train authority to enter Cook Yard. An Advice of Train Running Form shall be issued from Cook prior to the issue of the Train Authority.
- When a movement is to be left un-attended at Cook the Cook Train Order Network Controller shall issue the train authority to the movement and direct as to where the movement is to be stabled taking into account the known working of trains and track machines through Cook for the time that the movement is to be left unattended. The train crew shall report to the Network Controller confirming that the movement has been stabled as directed prior to ceasing duty.
- Should it be necessary to admit another movement onto the same running line whilst the first movement remains unattended the train authority issued to the second movement to take the same running line shall contain an advice 'Note train 3CX4 is stabled on the east or west end of the main line or crossing loop at Cook'.
In the event that the second movement has to reverse out after performing a crossing or passing movement, the push back shall be carried out in accordance with the NCoP for pushing back on the running lines.
Although Cook is an unattended location fuelling of locomotives may be performed on the running lines provided that at all times the locomotive(s) are standing at one of the authorised fuel points.
Track Workers shall ensure that advice is given to train control in advance of when track machines are to be brought into traffic and their location within the Cook yard so that this may be taken into account when authorising a movement to remain unattended on the crossing loop at Cook.
7.3. MOVEMENTS PROCEEDING FROM KOONALDA BLOCK POINT TO COOK
The ARTC Parkeston Train Order Network Controller shall confer with the ARTC Cook Train Order Network Controller regarding the approach of each movement from Koonalda Block Point and expected time of arrival at the West End Yard Limit Board at Cook.
A Train Authority issued by the ARTC Parkeston Train Order Network Controller for a movement to proceed from Koonalda Block Point to Cook shall not indicate the track the movement is to take, but must include the requirement to ‘Report Before Entering’.
The Driver of the movement shall not proceed beyond the West End Yard Limit Board at Cook without first contacting the ARTC Cook Train Order Network Controller.
The crew of the movement shall contact the ARTC Cook Train Order Network Controller upon departing Koonalda Block Point to ascertain if they are to cross or pass another movement at Cook and to obtain Train Working Advice.
If the movement is not required to stop at Cook and is not crossing or passing any other movement, the ARTC Cook Train Order Network Controller shall issue a Train Working Advice and Train Authority for the movement to continue beyond Cook.
The train crew of the movement shall ensure that times of arrival and departure at Cook are reported to each Train Order Network Controller with whom they interface.
7.4. MOVEMENTS FROM COOK TO KOONALDA BLOCK POINT
The crew of a movement approaching Cook and proceeding to Koonalda Block Point shall contact the ARTC Parkeston Train Order Network Controller upon departing Thomiar.
If the movement is not required to stop at Cook and is not crossing or passing any other movement and is in possession of a train authority to enter Cook Yard, the ARTC Parkeston Train Order Network Controller shall issue a Train Working Advice and Train Authority for the movement to continue beyond Cook.
The train crew of the movement shall ensure that times of arrival and departure at Cook are reported to each Train Order Network Controller with whom they interface.
7.5. ARTC TRAIN ORDER NETWORK CONTROLLERS TO LIAISE
The ARTC Parkeston Train Order Network Controller and the ARTC Cook Train Order Network Controller shall liaise as frequently as is necessary to reach understanding in relation to:
-the anticipated arrival and departure times of movements at Cook -the planning of train paths -train identification and load details -crossing / passing requirements as appropriate
The ARTC Parkeston Train Order Network Controller is to record the details of the train authorities issued by the ARTC Cook Train Order Network Controller to all west-bound trains on the Parkeston Train Control Graph.
