SECURITY AND USE OF MASTER KEYS FOR MAROONA -PORTLAND CORRIDOR
=========================================================================
The following procedure must be adhered to for the use of master keys operations for the intermediate switch locked sidings between Maroona and Portland.

Under no circumstances is the Master Key security safe to be opened without the authority of the ARTC Network Controller located at NCCW Mile End.

On a monthly basis an ARTC operations representative will travel to Murtoa station and Maroona to change the Master Key security safe combination and give the combination to the ARTC Train Transit Manager located at NCCW Mile End.

The Qualified person must advise the ARTC Network Controller which Master Key has been withdrawn from the Master Key Safe. The ARTC Network Controller must make a record of the number.

The security and operating procedures for the Master Keys for the Maroona to Portland corridor will be as detailed as follows in this Train Notice.

SECURITY OF MASTER KEY AT MURTOA STATION FOR ILUKA SIDING HAMILTON.

The Master Key security SAFE is secured within a locked cabinet secured by a Victorian V5PSW key mounted on the light pole approx. 20m on the Adelaide side of the Murtoa station building on the platform at Murtoa Station. The door of the SAFE will be secured by an electronic keypad that will require the correct code from the ARTC Network Controller to open.

The purpose of the Master Key security SAFE at Murtoa is to allow for the master key applicable for the Iluka siding at Hamilton to be held securely at a location on rail property when not in use. When required, allows for the release and issue of the master key to qualified rail personnel.

Under no circumstances are any rail personnel to attempt to operate or open the Master Key SAFE without authority of the ARTC Network Controller.

SECURITY OF MASTER KEY AT MAROONA.
----------------------------------------------------

The Master Key Security Safe is located in the portable Office secured by a Victorian V5PSW key on the platform at Maroona. The door of the SAFE will be secured by an electronic keypad that will require the correct code from the ARTC Network Controller to open.

The purpose of the Master Key security SAFE at Maroona is to allow for the master key applicable for Maroona - Portland Corridor to be held securely at a location on rail property when not in use. When required, allows for the release and issue of the master key to qualified rail personnel. Rail Traffic that is not required to travel to Murtoa from the Portland line can secure the master key at this location.

Under no circumstances are any rail personnel to attempt to operate or open the Master Key SAFE without authority of the ARTC Network Controller.

OPERATING PROCEDURE FOR MASTER KEY SECURITY SAFE.
---------------------------------------------------------------------------

A) Contact the ARTC Network Controller and request the code for the Master Key SAFE.

B) Should permission and the correct Code be given to the driver, the code will then be entered into the SAFE keypad and if the correct code has been inserted a green light will appear on the keypad. This will indicate that the safe door can be opened and a master key withdrawn.

C) Once the driver has withdrawn a master key from the SAFE the safe door must be closed and the driver must test to ensure the door is locked and secured and advise the Network Controller.

D) The driver must then advise the ARTC Network Controller that he is in possession of the master key and the Master Key Number in the driver possession.

E) When the Rail service has returned back at Murtoa station or Maroona the driver on arrival at the station must contact the ARTC Network Controller and obtain the Code for the safe and return the master key to the SAFE, advice the ARTC network controller the master key has been restored and the SAFE door is locked and secured.

ARTC NETWORK CONTROLLER DUTIES.

When a request has been made to the ARTC Network Controller for the use of a master key for the Maroona - Portland Corridor the process below will be followed.

a) The ARTC Network Controller will give the correct code for the Master Key SAFE to the driver.

B) Endorse the train graph with information that the Master Key SAFE code has been given, the master key number in possession of the driver and the time the SAFE has been secured.

DEPARTING THE ILUKA SIDING AND RETURN TO MURTOA STATION OR MAROONA.

Once the train has departed from Iluka siding and has arrived at Murtoa Station or Maroona. The master key must be returned back to the ARTC Master Key security safe.

The driver must:-

1. Contact ARTC Network Controller and advise he is ready to return the Master Key and obtain the Master Key security code

2. Insert the code and unlock the safe and return the master key

3. Lock the safe door and test to ensure properly secured

4. Advise the ARTC Network Controller that Master key has been placed in the SAFE and SAFE door is locked.

5. The ARTC Network Controller will endorse the train graph.

FAILURE OF MASTER KEY SECURITY SAFE.

Should the Master Key security SAFE fail to open after the correct Code has been entered, The ARTC Network Controller will arrange for alternate arrangements for the issue of a Master Key from another location or arrange for an ARTC representative to attend with the override key to open the SAFE.

INCORRECT ENTERING OF THE ELECTRONIC CODE.

Should the Competent employee enter the incorrect code into the SAFE Keypad the door will fail to open, should the incorrect code be entered the competent employee MUST wait for a period of no less than 20 seconds before further attempting to enter the code into the Keypad.

Should the incorrect code be entered into the keypad another 3 times; then a period of no less than 5 minutes must elapse before another attempt.

POWER ALARM FOR MASTER KEY SAFE

Should the train crew / competent employee notice a Red Light illuminated on the Master Key Security safe, they must report the fault to the ARTC Network Controller and arrangements must be made to have the fault attended to.

SECURING MASTER KEY AT INTERMEDIATE SIDINGS OR PORTLAND YARD

Should the scheduled train be extended to Portland or lock away at an intermediate siding, the Master Key must be secured in a safe place on the locomotive.

Train crews must adhere to TA.20 Victorian Rules and operating procedures Section 18 Train Order Working - Rule 36 securing of master keys on locomotives

LOST OR DAMAGED MASTER KEYS
-------------------------------------------

Should a Master Key be lost or is damaged, it must be reported to the ARTC Network Controller at Mile End.

The Network Controller will follow the procedures for lost or damaged Master Key as contained in TA.20 Victorian rule and operating procedures Section 27 Working of Points and Signals - Rule 20.

ISSUE OF MASTER KEY TO TRACK INFRASTRUCTURE PERSONNEL

Should a Master Key be required for use by an ARTC Track infrastructure representative for use at an intermediate siding on the Maroona- Portland Line; the following applies.

A Train Notice must be issued authorising the use of the Master Key and include the number of the master key issued, the name and contact details of the infrastructure representative and the time period for the master key use.
