PORTLAND OPERATING PROCEDURES - AMENDED
Standing Train Notice 1738 / 2014 issued on 12/08/2014 is cancelled and the following will apply:-
The following operational procedures will now apply and relate to the operational and Safeworking functions which will take place at Portland and will cover Kalari Siding, driver in charge conditions at the Portland Harbour Trust.
SIGNALLING -------------- Portland is classified as a Train Order Terminal Station and consists of Two position fixed signals and Annett Key locked points at Kalari siding and the Depot siding. Trailable points are located at the Junction for access to Portland Freight Gate Sidings.
The points at Kalari siding and Portland Depot can only be operated by means of a release given by the ARTC Network Controller at Mile End. The release allows for train crews to access the Annett Keys for the operation of the points at the Depot Siding and Kalari Siding.
The Trailable Points at the Junction are booked out of use and have been secured for main line movements only until further notice. Signal 14 is provided with Push Button access for train crews to activate the signals for rail movements to take place from the Harbour Trust to the Depot siding.
Authority to pass signals 1, 3, 4, 11, 12, 13 and 14 at STOP will be the issue of a Signalman Caution Order form 2377 after ensuring the points are correctly set. Movements departing from Portland must not pass signal 12 or 4 unless a Train Order has been issued for the rail movement to enter Train Order Territory, except for local shunting operations when a movement is required to pass the signals and not enter Train Order Territory.
SAFEWORKING ARRANGEMENTS ------------------------------ Prior to a train arriving at Portland Yard, the driver must advise the ARTC Network Controller as to the destination of the intend movement. A Release for access to the Portland Depot siding will be required to release the Annett keys and gain access to 21 and 22 points for movements to arrive or depart from the Depot siding.
Prior to operating the signals for a movement along the Main Line at the Depot Sidings, the ARTC Network Controller must ensure that the points 21 and 22 are secured and locked, and the release for the Annett Key has not been released.
Portland Freight Gate sidings --------------------------------
The track between the Junction points and the Freight Gate sidings is booked out of use for all rail movements. Number 2 points at the Junction have been secured for movements to the depot or Harbour Trust only.
The Garden Street and Kennedy Street level crossings have been decommissioned for rail movements.
Portland Depot -------------------- The driver must advise the ARTC Network Controller prior to arriving at Portland of the requirement to shunt or arrive at the Portland Depot siding.
For an arriving train from Heywood, the signals will be operated in the normal manner and when the train arrives at the Depot Siding the driver will:
1. Advise the Network Controller that the train is stationary just short of 21 points
2. Request the release for the Annett Key
3. Accept the release and remove the Annett Key.
4. Manually operate the points as required.
For an arriving train from the Portland Harbour Trust, the driver must contact the ARTC Network Controller from the Stop Board and advise of the intended move to the depot siding.
The ARTC Network Controller will give the release and advise the driver and grant permission to use the push button on 14 Signal.
The driver upon receiving permission shall:
1. Accept the release and remove the Annett Key.
2. Set the points for the intended movement
3. Use the push button on 14 signal for activation of Julia street LX and for 14 signal to exhibit a proceed aspect for the movement.
Once the intended movements has taken place, the train crew must return the points back to the normal position and return the Annett Key and then advise the Network Controller who will then cancel the release.
For a rail movement to depart from the depot siding to the Harbour Trust, Signal 13 will be operated by the Network Controller, the Train Crew must place the points back to the normal position, return the Annett Key, cancel the release and advise the Network Controller.
Note
Once the release has been given out and accepted in the field signals 11, 12, 13 and 14 will be held at stop and cannot be operated by the Network Controller until the Annett key is returned and the release cancelled.
Signal 14 is provided with push button access for train crews during periods when the release is given for the depot siding.
Portland Harbour Trust sidings ----------------------------------- Prior to any rail movement entering the Port Sidings beyond Signal No. 13, the ARTC Network Controller must be advised by the driver of the intended movement they have permission to enter the Portland Harbour Trust sidings.
The Competent Employee in Charge of shunting must ensure the points are correctly set for the intended movement and the road is clear up to the point where the train is to stop. The Competent Employee in charge of shunting must then advise the Train Crew of the location that the train or locomotive be required to proceed to. After permission has been given for a train to enter the Port Sidings, the track on which the train will arrive must not be fouled in any way. Competent Employee in charge of shunting not on Duty ---------------------------------------------------------- Should a train or locomotive require entering the Port Sidings whilst a Competent Employee is not on duty, the Train crew shall seek permission in advance to arrive without a Competent employee being on duty.
Departing the Port Sidings ----------------------------- The Driver of a train or locomotive must obtain the permission of the Competent Employee in charge of shunting before departing the Port Sidings toward the ARTC Stop Board.
The Driver in charge of a Train Movement departing from the Portland Harbour Trust Must advise the ARTC Network Controller of the intended Rail Movement to the STOP board and MUST not proceed beyond the STOP Board located at Approx. 405.236 km until Permission has been granted by the ARTC Network Controller. Under NO Circumstances is Train to pass the STOP Board without permission from the ARTC Network Controller.
Special Instructions for Shunting Operations beyond No.2 Quay Road Level Crossing Prior to any locomotive proceeding beyond No. 2 Quay Road level crossing, the Competent Employee in charge of shunting must advise the Employee in charge of the Port of Portland area that a movement is about to take place.
When the Port of Portland Employee in Charge is in a position to permit a Train movement, they will advise the Competent Employee accordingly. The provisions of Rule 3 Section 8, of the TA20 ‘Book of Rules and Operating Procedures’ must be observed. Locomotives must not exceed 15 km/h when passing over the Grain Receivable Discharge Pit.
The level crossing protection equipment at Cliff Street and Quay Road level crossings are operated manually. It is the responsibilities of the Competent Employee in charge of shunting to activate/deactivate the warning devices.
Road Rail Movements Julia Street - Stop Board (405.236km) ----------------------------------------------------------------- Should a Road Rail movement be required to operate between Julia Street Level Crossing and the STOP Board located at approx. 405.236 km the ARTC Network Controller will authorise the Road Rail movement to operate between Julia Street Level Crossing and the STOP Board as per TA.20 Section 30 Rule Operating Procedures Infrastructure Works - Rule 5 Clause D Permission to place on Running Line.
The Road Rail movement must not pass the stop board location and enter the Port of Portland yard without authority of the Port of Portland.
PORTLAND KALARI SIDING --------------------------- The double ended siding is located between the Depot Sidings "Y" Junction (Points No. 2) and the West Boundary Road (Henty Highway) overpass, and is within the area protected by Home Signals No. 1, 4 and 12.
The Siding is within a fenced compound with manually operated gates at each end of the loop siding. There is clear standing room of 214 metres inside the gates, and 249 metres with the gates open.
Both ends of the siding are secured with "A" pattern Annett locks on the main line points and rodded to Hayes derails in the siding for main line protection. The "A" pattern Annett key is secured in a Circuit controller unit located adjacent to the Depot Sidings "Y" Junction (points No. 2). Removal of the Annett key will hold Home Signals 1, 4 and 12 at stop.
Home Signal No.5 and Dwarf Signal No.3 (Post No.3) is located between the points at each end of the new Kalari siding.
OPERATION PROCEDURES FOR KALARI SIDING AT PORTLAND ------------------------------------------------------ The Train Operators representative must communicate with Kalari and obtain permission to enter the siding; The Competent Employee in charge of shunting must be advised that permission has been granted. Before entering Kalari siding, the Competent Employee must obtain the "A" pattern Annett key from the circuit controller, unlock and reverse the points, unlock and open the siding gates and activate the flashing light warning system.
When the flashing lights are operating, Kalari employees must not encroach on the siding. If Kalari requires to load or unload a vehicle whilst the flashing light warning system is operating, the Kalari employee must obtain permission from the Competent Employee in charge of the shunting.
When shunting operations are complete, the Competent Employee must deactivate the flashing light warning system, close and lock the siding gates, restore and lock the points in the normal position, and return and properly secure the "A" pattern Annett key in the circuit controller.
NOTE
Before permission is granted for the loading or unloading operation to commence, the competent employee must inform and ensure all personnel are clear and that shunting operations have ceased.
The Kalari employee will inform the Competent Employee in charge of shunting when the loading or unloading operations are completed. The Competent Employee may then authorise the recommencement of shunting operations.
