In addition to the safeworking rules contained in ARTC Code of Practice rules 3.11.12,3.11.13,3.11.14 and 3.11.15

The following amendments must be complied with for the return of a Track Occupancy Authority (TOA) to address any ambiguity regarding whether the track is clear or occupied.

When the Track Occupancy Authority is being returned, the following terminology must be followed.

- Take Off: Track is completely clear; NO personnel, track vehicles or equipment are on track and track is clear and safe for passage of train(s).

- Main: Track Vehicles/machines/equipment have moved to the Main Line are still on track, not working.

- Loop: Track Vehicles/machines/equipment have moved to the Loop Line are still on track, not working.

- Goods Sdg: Track Vehicles/machines/equipment have moved to the Goods Sdg.

(*) In the event of Heavy Weights travelling from the limits of a TOA into the limits of an abutting authority (e.g. TOA/LP/PA), and only once the preceding TOA is clear and ready for hand back, Line 10 of the hand back portion of the TOA will be completed by:
- Completing the TOA number and location where the TOA is to be cleared by Striking out " on ______ Take off/Main/Loop/Goods sdg,...." indicating the Heavy Weights are clear of the TOA limits as per the example below.

- Example - 10. TOA No 1 is clear (**on the Take off / Main / Loop / Goods sdg**) (**DELETE TEXT**) at Belair and the track is safe for the passage of trains at: .... etc. (*)

Safety-Critical Communication Requirements

Before Commencement of Work

Track Workers in Charge must:

Advise the Network Controller of the planned scope of work, including:

- Specific track sections or line names to be cleared.
- Any special requirements, such as clamping of points or protection of adjacent infrastructure.
- Ensuring all information exchanged is clear, concise, accurate and safety critical.

During TOA Return Track Workers must:
- Confirm with the Network Controller whether any equipment or vehicles remain on track.
- Request blocking commands to be applied to prevent rail traffic from entering the affected track section.
(*) - Ensure all safety-critical information is accurately communicated and the NC repeats back and acknowledges. (*)
