Introduction of Port of Melbourne Operating Protocols (Tuesday 22/08/2023 from 0001hrs) - Covered in entirety by Standing Train Notices 2125 2126, 2127 and 2128/2023 - TN#2 of 4 continued
iii. FOOTSCRAY RD SIDINGS TRAIN SHUNTING AT SOUTH DYNON END When a train requires to shunt at Footscray Rd sidings’ (i.e.: run around the consist) the Swanson Dock Safeworker must: - Advise the ARTC Network Controller that there will be shunt activities that will require the train to pass the stop boards during the shunting.
The ARTC Network Controller must: - Endorse Train Graph that shunt activities are occurring at the Swanson Dock Sidings and not issue any Work on Track Authorities or authorised a train movement until advised that the shunting activities have been completed.
The Swanson Dock Safeworker must: - Set points 59 for the required movement from No. 1 or No. 2 track; - Lock the Hand Throw Lever with the independent padlock; - Check points 53 are set in the Normal position and the Selector lever and Hand Throw lever is locked with the independent padlocks; - If the train is exiting No. 1 track, provide authority to the driver to pass Stop Board 2, or - If the train is exiting No. 2 track, provide authority to the driver to pass Stop Board 3.
The Driver must: - Acknowledge the authority issued by the Swanson Dock Safeworker to pass the Stop Board, and - Control the train at a speed confirming the points are correctly set to the required track.
When the train has cleared the points, the Swanson Dock Safeworker must: - Advise the Driver that the train is in clear of the points; - Set the route for the train to set back into the alternative track; - Lock the Hand Throw lever with the independent padlock, and - Advise the driver that the route is set for the train to proceed into the required track.
The Driver must: - Acknowledge the authority issued by the Swanson Dock Safeworker to pass the Stop Board; - Control the train at a speed confirming the points are correctly set to the required track, or - If the train is setting back, confirm with the qualified worker, preceding the setback movement, has confirmed that the points are correctly set.
iv. PATRICK TRAIN ARRIVING MORE THAN 600 METRES. If the arriving train is proceeding to Patrick Siding (East Swanson Dock) is longer than 600 metres, the train must be brought to a stand at Stop Board 1 and the first 600 metres detached and then drawn forward into the Footscray Rd Sidings.
The locomotive must then run around the consist and attach and place the consist into the required track in the Patrick siding.
The locomotive must then proceed back to the second consist and again draw forward into the Footscray Rd Sidings and again run around the consist and attached and place the remaining consist into the required Patrick siding.
v. WEST SWANSON DOCK (DP WORLD) TRAIN ARRIVING MORE THAN 560 METRES. If the arriving train is proceeding to West Swanson Dock (DP World) is longer than 560 metres, the train may proceed beyond Stop Board 1 and into the Footscray Rd sidings and then detach the first 560 metres at Stop Board 1 leaving sufficient room for the locomotive to run around the consist.
The locomotive may then run around the consist and attach and place the consist into the West Swanson Dock (DP World) siding.
The locomotive must then proceed back to the second consist and again draw forward into the Footscray Rd Sidings and again run around the consist and then set up for a consist roll over.
vi. TRAIN DEPARTING FOOTSCRAY RD SIDINGS When a train is ready to depart Footscray Rd Sidings, the Driver must: - Contact the ARTC Network Controller and provide the required train details, and - Advise the Swanson Dock Safeworker that the train is ready to depart.
The Swanson Dock Safeworker must: - Contact the ARTC Network Controller and confirm that the train can depart Footscray Road sidings; - Set points 59 for the required movement to depart No. 1 or No. 2 track; - Lock the Hand Throw lever with the independent padlock; - Check points 53 are set in the Normal position and the Selector lever and Hand Throw lever is locked with the independent padlocks; - If the train is exiting No. 1 track, provide authority to the driver to pass Stop Board 2, or - If the train is exiting No. 2 track, provide authority to the driver to pass Stop Board 3.
When the train has cleared the points, the Swanson Dock Safeworker must: - Advise the Driver that the train has cleared the points; - Set the Hand Throw lever on the points to the Normal position and the Selector lever to the Motor position, and - Place independent padlocks on the Selector and Hand Throw levers.
H. EAST SWANSON DOCK (PATRICK) SIDINGS
i. OVERVIEW The East Swanson Dock (Patrick) Sidings are Patrick Stevedore managed sidings consist of two dead end 620 metre tracks, No. 1 Track and No. 2 Track.
The points at the South Dynon End of the sidings are equipped with Dual Control Point machines which are operated by the Swanson Dock Safeworker.
A gate is located at the entry to the sidings which are operated by the Patrick Qualified Worker for trains entering or exiting the Sidings.
ii. EAST SWANSON DOCK TRAIN ARRIVING FROM SOUTH DYNON A train proceeding to the East Swanson Dock (Patrick) Sidings must first proceed into the Footscray Rd Sidings and undertake the required shunting activities as detailed in clause G of this procedure. When the train is ready to push back into the East Swanson Dock (Patrick) Sidings, the Swanson Dock Safeworker must: - Establish from the Driver of the train the track the train is to enter; - Confirm that Road Traffic Management team is in position at the at Intermodal Way level crossing; - Confirm a clear route for the train to the required track; - Confirm the gate at the entrance to the sidings is open; - Set points 53 and 55 or the required track; - Lock the Selector lever and Hand throw lever with independent padlocks; - Request the Road Traffic Management team to protect the Intermodal Way level crossing against road traffic, and when confirmed, and - Provide authority to the Driver of the train to pass Stop Board 1 and proceed to the nominated track.
The Driver must: - Acknowledge the authority issued by the Swanson Dock Safeworker to pass Stop Board 1, and - Control the train at a speed confirming the points are correctly set to the required track and the Intermodal Way level crossing is clear for the train.
When the train has cleared the points, the Swanson Dock Safeworker must: - Advise the Driver that the train is in clear of the points; - Request the Road Traffic Management team to cease protecting the Intermodal Way level crossing; - Set the Hand Throw lever on the points to the Normal position and the Selector lever to the Motor position, and - Lock Selector and Hand Throw levers with independent padlocks.
The Swanson Dock Safeworker must establish with the Driver when the train is expected to shunt or depart the East Swanson Dock Sidings.
If the train is to stable in the East Swanson Dock (Patrick) siding for an extended period, the Swanson Dock Safeworker does not require to remain on duty.
iii. EAST SWANSON DOCK (PATRICK) SIDINGS TRAIN SHUNTING When a train requires to shunt at the East Swanson Dock (Patrick) Sidings the Swanson Dock Safeworker must: - Advise the ARTC Network Controller that there will be shunt activities that will require the train to pass the stop boards during the shunting.
The ARTC Network Controller must: - Ensure there are no Work on Track Authorities issued, and - Endorse Train Graph that shunt activities are occurring at the Swanson Dock Sidings and not issue any Work on Track Authorities or authorised a train movement until advised that the shunting activities have been completed.
The Swanson Dock Safeworker must: - Confirm that Road Traffic Management team is in position at the Intermodal Way level crossing; - Set points 55 and 53 for the required movement out of No. 1 or No. 2 track and lock the Hand Throw Lever with the Independent padlock; - Lock the Hand Throw Levers with the Independent Padlock; - Confirm the gate at the entrance to the sidings is open; - Request the Road Traffic Management team to protect the Intermodal Way level crossing against road traffic; - If the train is exiting No. 1 track, provide authority to the driver to pass Stop Board 4, or - If the train is exiting No. 2 track, provide authority to the driver to pass Stop Board 5.
The Driver must: - Acknowledge the authority issued by the Swanson Dock Safeworker to pass the Stop Board; - Control the train at a speed confirming the points are correctly set to the required track, and - If the train is setting back, confirm with the qualified worker, preceding the setback movement, has confirmed that the points are correctly set.
When the train has cleared the points, the Swanson Dock Safeworker must: - Advise the Driver that the train is in clear of the points; - Set the route for the train to enter the alternative track to enter East Swanson Dock Sidings, or the Footscray Rd Sidings; - Lock the Hand Throw levers on the points with the independent padlock, and - Advise the driver that the route is set for the train to proceed into the required track.
The Driver must: - Acknowledge the authority issued by the Swanson Dock Safeworker to pass the Stop Board; - Control the train at a speed confirming the points are correctly set to the required track and the Intermodal Way level crossing is clear for the train, or - Ensure the qualified worker walking preceding the setback movement has checked and confirmed that the points are correctly set and where applicable. and the level crossing is clear for the train.
i. Train Departing Swanson Dock Sidings When a train is ready to depart Swanson Dock Sidings, the Driver must: - Contact the ARTC Network Controller and provide the required train details, and - Advise the Swanson Dock Safeworker that the train is ready to depart.
The Swanson Dock Safeworker must: - Contact the ARTC Network Controller and confirm that the train can depart Swanson Dock sidings; - Confirm that Road Traffic Management team is in position at the Intermodal Way level crossing; - Confirm the gate at the entrance to the sidings is open; - Set points 55 and 53 for the required movement to depart No. 1 or No. 2 track and lock the Hand Throw lever with the independent padlock; - Request the Road Traffic Management team to protect the Intermodal Way level crossing against road traffic; - If the train is exiting No. 1 track, provide authority to the driver to pass Stop Board 4, or - If the train is exiting No. 2 track, provide authority to the driver to pass Stop Board 5.
The Driver must: - Acknowledge the authority issued by the Swanson Dock Safeworker to pass the Stop Board, and - Control the train at a speed confirming the points are correctly set to the required track and the Intermodal Way level crossing is clear for the train. - If the train is setting back, confirm with the qualified worker, preceding the setback movement, has confirmed that the points are correctly set.
When the train has cleared the points, the Swanson Dock Safeworker must: - Advise the Driver that the train has cleared the points; - Set the Hand Throw lever on the points to the Normal position and the Selector lever to the Motor position, and - Place independent padlocks on the Selector and Hand Throw levers.
I. WEST SWANSON DOCK (DP WORLD) SIDING
i. OVERVIEW West Swanson Dock (DP World) Siding is a dead end track connected to Footscray Rd No. 2 siding.
Dock Link Rd Level Crossing is located between Footscray Rd No. 2 Siding and the West Swanson Dock (DP World) Siding and is provided with Active Level Crossing protection consisting of Flashing lights and boom barriers. Level crossing operation controls are provided either side of the Dock Link Rd Level Crossing to allow the level crossing to be operated for trains.
The Level Crossing will automatically cancel after the train has passed over the level crossing.
A gate is located at the entry to the siding which will be opened by the West Swanson Dock (DP World) Qualified Worker when a train requires to enter or exit the West Swanson Dock (DP World) siding.
ii. TRAIN ENTERING WEST SWANSON DOCK (DP WORLD) SIDING When a train is required to proceed into the West Swanson Dock (DP World) siding the Rail Operator Qualified Worker must: - Confirm the gate is open for the train to proceed into the West Swanson Dock (DP World) Siding; - Set the points for the train to exit the Footscray Rd Sidings; - Operate the Dock Link Rd level crossing control and confirm the Boom Barriers are fully lowered, and - Advise or signal the driver of the train to proceed into the West Swanson Dock (DP World) Siding.
Once the train is in clear in the West Swanson Dock (DP World) Siding, the Driver must advise the Swanson Dock Safeworker the train is in clear and when the train is expected to exit the West Swanson Dock (DP World) Siding.
If the train is to stable in the West Swanson Dock (DP World) siding for an extended period, the Swanson Dock Safeworker does not require to remain on duty.
iii. TRAIN EXITING WEST SWANSON DOCK (DP WORLD) SIDING When a train is required to exit into the West Swanson Dock (DP World) siding the Qualified Worker must: - Ensure the Swanson Dock Safeworker is on duty; - Establish with the Swanson Dock Safeworker which track the train is to enter at the Footscray Rd sidings; - Confirm the gate is open for the train to proceed into the West Swanson Dock (DP World) Siding; - Set the points for the track the train is to enter the Footscray Rd Sidings; - Operate the Dock Link Rd level crossing control and confirm the Boom Barriers are fully lowered, and - Advise or signal the driver of the train to proceed into the West Swanson Dock (DP World) Siding.
iv. OCCUPANCY LIMITS OF DOCK LINK RD When a movement is required to shunt or proceed over Dock Link Rd, the maximum time that Dock Link Rd may be occupied is 5 minutes during which trains must not come to a stand on the level crossing.
Upon completion of the train movement, another train movement must not occur over the level crossing for 5 minutes.
J. WORK ACTIVITIES BETWEEN STOP BOARD 1 AND SIGNAL APD34 The ARTC Network Controller is responsible for issuing track protection methods between Signal APD34 and Stop Board 1.
Prior to authorising a track protection method, the ARTC Network Controller must: - Ensure that there are no proposed rail movements to enter the Swanson Dock or - If there is a rail movement working within the Swanson Dock Sidings.
If there is a rail movement is working within the Swanson Dock Sidings, the ARTC Network Controller must confer with the Swanson Dock Safeworker and establish if the proposed protection method can be authorised.
Provided there is agreement, the ARTC Network Controller may then issue the track protection method to the TFPC, the minimum limits being Signal APD34 to Swanson Dock Stop Board 1.
The Swanson Dock Safeworker must record details of the track protection method in the train record book.
The TFPC must place the required protection at Signal APD34 to Swanson Dock Stop Board 1 also applying a point clip, secured with an independent padlock, on points 41U.
If the Swanson Dock Safeworker is coming on duty, the Swanson Dock Safeworker must: - Contact the ARTC Network Controller; - Advise they are on duty; - Establish if any track protection methods are in place between Stop Board 1 and Signal APD34, and - Endorse the Train Record Book.
When attending points 53 for a rail movement, in addition to checking the points, the Swanson Dock Safeworker must also confirm that there are no protection methods at Stop Board 1.
K. MAINTENANCE When maintenance activities are required to be undertaken on the points between Stop Boards1, 2, 3, 4 or 5, or on Footscray Rd Sidings No. 1 or No. 2 track, the Swanson Dock Safeworker must be requested to be in attendance.
A TFPC must be in attendance and advise the Swanson Dock Safeworker the work activities being performed and the protection methods to be applied to protect the work activities and seek permission for the works to be undertaken.
Prior to granting permission for the work activities, the Swanson Dock Safeworker must establish with the ARTC Network Controller that the work activities will not impact any proposed trains.
Should the TFPC seek that setting points away from the track on which work activities are being performed will be used as a protection method, the Swanson Dock Safeworker must set the points as requested and the TFPC must apply a point clip and lock the point clip with a TFPC padlock.
Upon completion of the work activities, the TFPC must remove the protection methods and advise the Swanson Dock Safeworker.
The Swanson Dock Safeworker may then, if applicable, re-set any points protecting the work activities and lock them with independent padlocks.
