4. APPLETON DOCK SIDINGS A. OVERVIEW Appleton Dock Sidings consists of two tracks leading from the Appleton Dock Lead at Points 21 to No. 4 track and No. 1 track. Points 21 and the signals protecting points 21 are signalled by the ARTC Network Controller.
No. 1 track leads into Emerald Logistics operated No. 1 and No. 2 tracks, and Port of Melbourne Common user siding No. 3 Track.
No.4 track forms the junction into Port of Melbourne common user sidings No.3, No.4 and No.5 tracks, and ACFS operated No.6 and No.7 tracks.
The sidings are configured that No. 1, 2 and 3 tracks can operate independently of No. 4, 5, 6 and 7 Tracks and electrically operated point releases are provided on Crossover Points 1 (at the Wharf end) and Points 3 (at the South Dynon end) that allow movements to interact between No.3 and No.4 track as required.
Hand operated derails with red discs are provided at either end of ACFS No.6 and No.7 tracks, and Port of Melbourne Common User No.4 and No.5 tracks.
When the derail is on the rail, the red disc is in the ‘up ‘position to indicate to trains that the derail is on.
B. COMMON USER SIDINGS No.3, No.4, No.5 tracks and the Appleton Wharf sidings are Port of Melbourne Common User sidings managed by ARTC on behalf of Port of Melbourne.
Trains are not authorised to access No.3, No.4 or No.5 tracks, or the Appleton Wharf Siding without authority of the ARTC Network Controller. - No.3 track may only be used for locomotives running around the trains consist or for shunting; - No.4 track may only be used for trains shunting; - No.5 track may only be used for staging of trains awaiting loading or departure, shunting and or rollover activities, and - The Appleton Wharf Siding may only be used for staging of trains awaiting loading or departure, shunting and or rollover activities.
Trains or rail vehicles are not permitted to be stabled on No.3, No.4, No.5 tracks, or the Appleton Wharf Siding without authority of the ARTC Train Transit Manager and when stabled, may only be stabled for the period determined by the ARTC Train Transit Manager.
Notice boards with the following wording: ‘CONTACT ARTC NETWORK CONTROL PRIOR TO PROCEEDING’ are provided at the South Dynon end of No. 1 and No. 2 track and the Driver of a train must not pass this notice board unless authorised by the ARTC Network Controller.
C. SIGNAL APD28 Dwarf Signal APD28 is on a high post and is provided with arrow route indicators which display the following indications when set to proceed: - Left Arrow: Route is set for the Victoria Dock Lead; - Up Arrow: Route is set to Appleton Dock No. 1 track, and - Right Arrow: Route is set for the Appleton Dock No. 4 track.
D. RAIL OPERATORS Rail Operators qualified workers, in liaison with the ARTC Network Controller, set routes for arriving and departing trains and for trains shunting within the Appleton Dock Sidings in accordance with these operating procedures.
5. APPLETON SIDING No.1 AND No.2 TRACKS A. OVERVIEW Appleton Siding No.1 and No.2 tracks are managed by Emerald Grain.
The points that lead to No.1 or No.2 tracks are provided with a hand lock bar, pin, and padlock to allow the route to be set and secured toward Port of Melbourne No. 3 Common User Siding.
Notice boards with the following wording: ‘CONTACT ARTC NETWORK CONTROL PRIOR TO PROCEEDING’ are provided at the South Dynon end of No.1 and No.2 track and the Driver of a train must not pass this notice board unless authorised by the ARTC Network Controller.
During periods that there is a requirement to prohibit access into any of the sidings, the hand lock bar is to be applied to allow the route to be set and secured away from the restricted siding.
Hand operated derails with red discs are provided at the South Dynon end of Number 1 and 2 Tracks.
When the derail is on the rail, the red disc is in the ‘up ‘position to indicate to arriving movements that the derail is on.
If there are wagons stabled within the sidings, derails must be applied ‘on the rail’.
B. TRAIN ARRIVING Drivers of trains must operate in accordance with the processes set out by Emerald Grain when operating within No.1 and or No.2 track.
The rail operators qualified worker must ensure that the route is set for the train to arrive, and any derails have been removed from the rail on the track that the train is to proceed over.
C. ACCESS TO No.3 TRACK A train must not access No.3 common user track without permission of the ARTC Network Controller.
The rail operators qualified worker must: - Advise the ARTC Network Controller details of the required train and request authority to access No.3 track.
The ARTC Network Controller must: - Establish if any other trains will be impacted by the train seeking access to No.3 track, and - Advise the rail operators qualified worker of any other rail activities that maybe impacted and provide permission to access No.3 track.
The rail operators qualified worker must: - Liaise with any other driver of trains that may be impacted and advise of the proposed train; - Undertake the shunting as authorised by the ARTC Network Controller, and - Advise the ARTC Network Controller when the shunting has been completed.
D. SHUNTING EMERALD GRAIN SIDING AT ST DYNON END When a train requires to shunt from No.1 or No.2 track at the South Dynon end of the Emerald Siding the rail operators qualified worker must: - Advise the ARTC Network Controller details of the required train and request authority to shunt at the South Dynon end of No.1 or No.2 track.
The ARTC Network Controller must: - Establish if any other trains will be impacted by the train shunting, and - Advise the rail operators qualified worker of any other rail activities that maybe impacted and provide permission to access No.3 track.
The rail operators qualified worker must: - Liaise with any other driver of trains that may be impacted and advise of the proposed train; - Undertake the shunting as authorised by the ARTC Network Controller, and - Advise the ARTC Network Controller when the train has been completed.
E. DEPARTING EMERALD GRAIN SIDING When a train is ready to depart the Emerald Siding the Driver must: - Advise the ARTC Network Controller details of the train and that the train is ready to depart.
The ARTC Network Controller must: - Establish if any other trains will be impacted by the train departing, - Set a route for the train from Signal APD22, and - Advise the Driver of any other rail activities that maybe impacted and provide permission for the train to depart the Emerald siding.
The Driver must: - Liaise with any other driver of trains that may be impacted and advise of the proposed train; - Depart the Emerald Siding and - Ensure signal APD 22 is at proceed for the departing train.
6. APPLETON DOCK COMMON USER SIDINGS
A. WORKING WITHIN COMMON USER SIDINGS Rail operators qualified workers, or the Driver of trains must seek the authority of the ARTC Network Controller to access the common user sidings, and when working within the common user sidings, will be responsible for liaising with the driver of any other movement operating within the sidings regarding the safety of the proposed movement.
B. OPERATION OF POINTS 1 AND 3 BETWEEN NUMBER 3 AND 4 TRACKS When there is requirement to operate points 1 and 3 to allow movements to operate between Common User No.3 and No.4 tracks, the rail operators qualified worker must first liaise with any other trains operating within the common user sidings and advise of the impending movement.
The rail operators qualified worker must: - Contact the ARTC Network Controller and advise of the required movement and request release of the points.
The ARTC Network Controller must: - Confer with the rail operators qualified worker of the intended movements and that the drivers of all other movements operating within the siding have been advised; - Ensure that the proposed movement does not interact with any signalled arriving or departing movements; - Initiate the release command on the points, and - Observe that the release has been provided.
The rail operators qualified worker must: - Upon the points becoming released, operate the 5PSW key switch and observe that the release has been initiated; - Operate the points to the required position; - Signal the movement over the points; - Restore the points once the train is clear of the points; - Operate the 5PSW key switch to cancel the release, and - Advise the ARTC Network Controller.
The ARTC Network Controller must: - Ensure that the release has been cancelled.
C. TRAIN MOVEMENTS ON NUMBER 3, 4 OR 5 TRACKS When a train requires to shunt from No.3, No.4, or No.5 track at either end the rail operators qualified worker must: - Advise the ARTC Network Controller details of the required train and request authority to shunt from No.3, No.4, or No.5 tracks.
The ARTC Network Controller must: - Establish if any other trains will be impacted by the train shunting, and - Advise the rail operators qualified worker of any other rail activities that maybe impacted and provide permission to shunt.
The rail operators qualified worker must: - Liaise with any other driver of trains that may be impacted and advise of the proposed train; - Undertake the train as authorised by the ARTC Network Controller, and - Advise the ARTC Network Controller when the train has been completed.
During period that train shunting or train preparation activities are occurring and there is requirement that a parallel line to be isolated to prevent a train from entering, in liaison with the ARTC Network Controller, the rail operators qualified worker must ensure that the appropriate derails have been applied to prevent a train entering the parallel line.
If required, the rail operators qualified worker may also set the route away from No.4 and or No.5 tracks by obtaining the release for points 1 and points 3 from the ARTC network controller and setting the points to reverse and then securing the points with hand lock bar, pin, and padlock.
Immediately the train preparation activities have been completed, the hand lock bars are to be removed, the points placed to the normal position and the release cancelled.
D. TRAIN DEPARTING NO.3, No.4, or No.5 SIDINGS When a train is ready to depart from No.3, No.4 of No.5 tracks the Driver must: - Advise the ARTC Network Controller details of the train and that the train is ready to depart.
The ARTC Network Controller must: - Establish if any other trains will be impacted by the train departing; - Set a route for the train from Signal APD20 or APD22, and - Advise the Driver of any other rail activities that maybe impacted and provide permission for the train to depart the Emerald siding.
The Driver must: - Liaise with any other driver of trains that may be impacted and advise of the proposed train; - Depart the respective track, and - Ensure the respective signal is at proceed for the departing train.
E. MAINTENANCE WORK WITHIN THE APPLETON DOCK COMMON USER TRACKS When there is requirement to walk or undertake track maintenance activities on the ARTC managed tracks at the Appleton Dock sidings, the authority of the ARTC Network Controller must be obtained.
If the work activities require a parallel line to be isolated to prevent a train from entering, in liaison with the ARTC Network Controller, the qualified worker must ensure that the appropriate derails have been applied to prevent a train entering the parallel line.
When obtaining authority, the qualified worker must: - Provide details of the proposed activities; - Provide name, organisation, and contact details; - Obtain train running information; - Establish the frequency that the ARTC Network Controller must be contacted for updated train information, and - Advise the ARTC Network Controller when the activities have been completed.
The qualified worker must ensure that any protection methods applicable to the task being performed has been put in place where required including applying the derails onto the tracks being worked on.
If required, the qualified worker may also set the route away from Number 4 and 5 Tracks by obtaining the release for points 1 and points 3 from the ARTC network controller, placing the points to reverse and then securing the points with hand lock bar, pin, and padlock.
7. APPLETON SIDING NO.6 AND NO.7 TRACKS A. OVERVIEW No.6 and No.7 Track are operated by ACFS and are accessed from No 5 track at either end of the Appleton Dock sidings. Drivers of trains proceeding into the ACFS sidings must operate in accordance with ACFS operating protocols.
Gates are provided at each end of the ACFS siding and will be opened for train movements by the ACSF qualified worker.
Points ‘A’ providing access from No. 5 tracks to ACFS sidings are provided with a hand lock bar, pin, and padlock to allow the route to be set and secured along No.4 or No.5 Track.
During periods that there is a requirement to prohibit access into any of the ACSF sidings, the hand lock bar is to be applied to allow the route to be set and secured away from the restricted siding.
Hand operated derails with red discs are provided at either end of No. 6 and No. 7 Tracks within the AFCS Sidings.
When the derail is on the rail, the red disc is in the ‘up ‘position to indicate to arriving movements that the derail is on.
B. TRAIN ARRIVING When a trains are entering the ACFS sidings, the driver of any movements must operate in accordance with the processes set out by ACFS.
The driver of the arriving movement must ensure that the gate is open, and any derails have been removed from the rail on the track that the train is to enter.
C. ACCESS TO COMMON USER TRACKS A train operating within the ACSF siding must not access No.4 or No.5 common user tracks without permission of the ARTC Network Controller.
When a train requires to shunt from the ACSF siding to No.3, No.4, or No.5 tracks, at either end, or the Wharf Siding, the rail operators qualified worker must: - Advise the ARTC Network Controller details of the required train and request authority to shunt from the ACFS sidings.
The ARTC Network Controller must: - Establish if any other trains will be impacted by the train shunting, and - Advise the rail operators qualified worker of any other rail activities that may be impacted and provide authority to shunt.
The rail operators qualified worker must: - Liaise with any other driver of trains that may be impacted and advise of the proposed train; - Undertake the train as authorised by the ARTC Network Controller, and - Advise the ARTC Network Controller when the shunting has been completed.
During period that train shunting or train preparation activities are occurring and there is requirement that a parallel line to be isolated to prevent a train from entering, in liaison with the ARTC Network Controller, the rail operators qualified worker must ensure that the appropriate derails have been applied to prevent a train entering the parallel line.
If required, the rail operators qualified worker may also set the route away from No. 4 and or No. 5 tracks by obtaining the release for points 1 and points 3 from the ARTC network controller and setting the points to reverse and then securing the points with hand lock bar, pin, and padlock.
