Key Date to Remember
ARTC’s new National Safeworking Framework (NSF) Phase 1 Rules and Procedures will come into effect on the network on Monday the 11th of May 2026.
What is the NSF?
The NSF Rules and Procedures are a suite of Network Rules and Procedures that will apply across the entire ARTC network, their current rule book territory equivalents will be withdrawn upon introduction of the NSF.
Why the Change?
Operating ARTC’s network on multiple rule books is a roadblock to the successful future of Australia’s freight logistic network. The NSF will save cost, training time, compliance and begin to reduce restrictions to ARTC, our customers and contractors. The NSF will also assist in the introduction of new technologies and safety improvements consistently across our network.
What will Change?
ARTC’s suite of National Rules and Procedures will contain minor changes and some new requirements to enhance the safety expectations on the network. The new National Rules and Procedures are:
NSFG 200 Walking in the Danger Zone
NSFG 204 Network Communication
NSFG 206 Reporting and Responding to a Condition Affecting the Network (CAN)
NSFG 210 Speed Restrictions During Hot Weather
NSFG 212 Network Information Publications
NSFG 230 Communications Equipment
NSFG 232 Responsibilities of Rail Traffic Crews
NSFG 234 Responsibilities of Network Control Officers
NSFG 236 Responsibilities of Network Controllers
NSFO 428 National Notices
NFSO 432 Protection for In-Service Rail Traffic Inspections and Repairs
NSFS 502 Train Order System
NSFS 514 Special Proceed Authority
NSFR 604 Indicators and Signs
NSFR 610 Passing Indicators at STOP

What Safeworking Roles does this effect?
All VIC Safeworking roles in ARTC’s Safeworking Matrix V10.2 will require training in the changes and have their certificate of completion uploaded to their Rail Industry Worker (RIW) profile prior to the implementation date. The roles are:
- Lookout
- Handsignaller
- Track Force Protection Coordinator Level 1 to 3
- Track Vehicle Operator
- Safeworking Levels 1
ARTC has contacted all Safeworking Panel Providers, Self Performing Organisations and Registered Organisations to ensure they are aware of the training requirements.
If this training is not successfully undertaken before the introduction date, you will be unable to perform work on the ARTC network until the training is completed, and the certificate is uploaded to RIW.
