STANDING TRAIN NOTICE 2705 ISSUED 30/10/2012 IS AMENDED (**) AND RE-ISSUED AS FOLLOWS:

Introduction of Centralised Traffic Control between Gheringhap Loop and Wingeel Loop
----------------------------------------------------------------------------------

On Monday 26th of November 2012 at 1630 hours, the Section Authority System between Gheringhap Loop and Wingeel Loop will be abolished and replaced with Centralised Traffic Control signalling in accordance with Section 17 of TA20 ARTC Victorian Rules and Operating Procedures.

Section Blocking Commands will be placed in the Section Authority Workstation for the Gheringhap Loop to Hesse BP and Hesse BP to Wingeel Loop sections and will remain in place until further notice.

The CTC Single Line Sections will be Gheringhap Loop to Barwon Park Loop and Barwon Park Loop to Wingeel Loop.

Inverleigh will be a Switch Locked Siding located within the Gheringhap to Barwon Park Loop section. The working of Inverleigh Siding will be detailed in a separate Train Notice.

The control of all points and signals at Barwon Park Loop and Wingeel Loop will be by the ARTC Section Authority Network Controller at NCCW Mile End. The Section Authority Network Controller will also provide a release to train crews to operate the points to access Inverleigh Siding.

The Section Authority System will still remain in operation from Wingeel Loop to Maroona until the CTC Signalling is progressively commissioned at a later date.
The ARTC Network Controller can be contacted on Train to Base radio channel 2 or phone 08 8217 4232.

Movements proceeding from Tottenham (or locations between Tottenham and Gheringhap) and intended to travel through the Section Authority Territory from Wingeel Loop may change to 1200 mode upon departing Tottenham or other Location and advise the ARTC Network Controller when that they are in 1200 mode.
Movements not proceeding into the Section Authority Territory at Wingeel shall remain in 600 mode.

Movements proceeding from Wingeel Loop towards Tottenham shall immediately switch to 600 mode upon receiving the ‘final authority’ message in the LSDU, all movements between Wingeel Loop and Tottenham shall remain in 600 mode.

Should the Train crew not receive the "Final Authority Message" at Wingeel Loop, then they are to advise the Network Controller and confirm that the final Authority has been returned to the Workstation prior to changing from 1200 mode to 600 mode.

GHERINGHAP LOOP: PRINCIPAL ALTERATIONS

The Commence and End Section Authority Territory Boards and location boards will be abolished.

Signals 83/30 and 83/32 will become ‘Home Departure Signals’ controlling the entrance of trains into the single line section. The aspects on these signals will be altered to display ‘Clear Normal Speed’ (83/30) and ‘Clear Medium Speed’ (83/32) when at ‘Proceed’.

Detection of points at Inverleigh Siding for Maroona bound movements will be through 83/30 and 83/32 Signals at Gheringhap. Further indication of the points will be provided by GV1001 at Inverleigh Siding.

(**)Signal 83/26: 3 Position Home Signal from Adelaide to Main or Loop Track will be relocated to a new position 140 metres west of the current position to 83.686 Km. Displays ‘Stop’, ‘Low Speed’ (approach cleared to Main and loop), ‘Medium Speed Warning’ (to loop) or ‘Clear Normal Speed' (to Main track) aspects dependent on the position of the points at the opposite end of the loop and the aspect of the next signal.

Signal GV858: Will be converted from a Repeating Signal to an Automatic Signal, displays ‘Stop’, ‘Normal Speed Warning’, ‘Clear Normal Speed’ and ‘Reduce to Medium Speed’ aspects dependent on the aspect displayed on Signal 83/26 at Gheringhap.

HESSE BLOCK POINT: PRINCIPAL ALTERATIONS

The Block Point signage and associated location boards will be removed and Hesse Block Point will no longer be deemed a safeworking location.

INVERLEIGH SIDING: PRINCIPAL ALTERATIONS

Signal GV979 at 97.773 Km will be withdrawn from service and subsequently removed.

(**) Signal GV1001: New 3 Position Automatic Signal, displays ‘Stop’, ‘Normal Speed Warning’ and ‘Clear Normal Speed’ and 'reduce to Medium Speed' aspects dependent on the aspect of Home Signal BWP/6. Detection of points at Inverleigh Siding for Maroona bound movements will also be provided by GV1001 at Inverleigh Siding.

Signal GV1040 at 103.948 Km will be withdrawn from service and subsequently removed.

BARWON PARK LOOP:

New 3 Position signalling shall be introduced as follows:

From Melbourne to Adelaide:

Signal GV1001: New 3 Position Automatic Signal, displays ‘Stop’, ‘Normal Speed Warning’, ‘Clear Normal Speed’ and ‘Reduce to Medium Speed’ aspects dependent on the aspect of Home Signal BWP/6.Detection of points at Inverleigh Siding for Maroona bound movements will also be provided by GV1001 at Inverleigh Siding.

Signal BWP/6: New 3 Position Home Arrival Signal from Melbourne to Main or Loop Track. Displays ‘Stop’, ‘Low Speed’ (approach cleared to Main and loop), ‘Medium Speed Warning’, ‘Clear Medium Speed’ (to loop) or ‘Normal Speed Warning’ or ‘Clear Normal Speed’ (to Main track only) aspects dependent on the position of the points at the opposite end of the loop and the aspect of the next signal.

Signal BWP/30: New Home Departure Signal from Main track displays ‘Stop’ and ‘Clear Normal Speed’ aspects.

Signal BWP/32: New Home Departure Signal from Loop track displays ‘Stop’ and ‘Clear Medium Speed’ aspects.

From Adelaide to Melbourne:

Signal GV1092: New 3 Position Automatic Signal, displays ‘Stop’, ‘Normal Speed Warning’, ‘Clear Normal Speed’ and ‘Reduce to Medium Speed’ aspects dependent on the aspect of Home Signal BWP/26.

Signal BWP/26: New 3 Position Home Signal from Adelaide to Main or Loop Track. Displays ‘Stop’, ‘Low Speed’ (approach cleared to Main and loop), ‘Medium Speed Warning’ , ‘Clear Medium Speed’ (to loop) or ‘Normal Speed Warning’ or ‘Clear Normal Speed’ (to Main track only) aspects dependent on the position of the points at the opposite end of the loop and the aspect of the next signal.

Signal BWP/10: New Home Departure Signal from Main track into the Single Line Section, displays ‘Stop’ and ‘Clear Normal Speed’ aspects.

Signal BWP/12: New Home Departure Signal from Loop track into the Single Line Section, displays ‘Stop’ and ‘Clear Medium Speed’ aspects.

Detection of points at Inverleigh Siding for Geelong bound movements will be through BWP/10 and BWP/12 Signals.

Barwon Park Loop will be equipped with the Emergency Automatic Mode for operations during failure conditions refer TA.20 Victorian Rules and Operating procedures - Section 17 Rule 8

WINGEEL LOOP: PRINCIPAL ALTERATIONS:

DICE Operation shall be abolished and all associated Signalling and Signage shall be withdrawn from service.

Wingeel Loop shall become a fully signalled CTC Crossing Loop.
New 3 Position signalling shall be introduced as follows:

From Melbourne to Adelaide:

Signal GV1155: New 3 Position Automatic Signal, displays ‘Stop’, ‘Normal Speed Warning’, ‘Clear Normal Speed’ and ‘Reduce to Medium Speed’ aspects dependent on the aspect of Home Signal WGI/6.

Signal WGI/6: New 3 Position Home Arrival Signal from Melbourne to Main or Loop Track. Displays ‘Stop’, ‘Low Speed’ (approach cleared to Main and loop), ‘Medium Speed Warning’, ‘Clear Medium Speed’ (to loop) or ‘Normal Speed Warning’ or ‘Clear Normal Speed’ (to Main track only) aspects dependent on the position of the points at the opposite end of the loop and the aspect of the next signal.

Signal WGI/30: New Home Departure Signal from Main track displays ‘Stop’ and ‘Clear Normal Speed’ aspects.

Signal WGI/30 is located on the right hand side of the track.

Signal WGI/32: New Home Departure Signal from Loop track displays ‘Stop’ and ‘Clear Medium Speed’ aspects.

From Adelaide to Melbourne:

Signal GV1232: New Repeating Signal displays ‘Warning’ and ‘Proceed’ aspects dependent on the aspect of Home Signal WGI/26.The signal indications on this signal will be altered at the next stage of commissioning.

Signal WGI/26: New 3 Position Home Arrival Signal from Melbourne to Main or Loop Track. Displays ‘Stop’, ‘Low Speed’ (approach cleared to Main and loop), ‘Medium Speed Warning’, ‘Clear Medium Speed’ (to loop) or ‘Normal Speed Warning’ or ‘Clear Normal Speed’ (to Main track only) aspects dependent on the position of the points at the opposite end of the loop and the aspect of the next signal.

Signal WGI/10: New Home Departure Signal from Main track into the Single Line Section, displays ‘Stop’ and ‘Clear Normal Speed’ aspects.

Signal WGI/12: New Home Departure Signal from Loop track into the Single Line Section, displays ‘Stop’ and ‘Clear Medium Speed’ aspects.

Signal WGI/12 is located on the right hand side of the track.

Wingeel Loop will be equipped with the Emergency Automatic Mode for operations during failure conditions. Refer TA.20 Victorian Rules and Operating procedures - Section 17 Rule 8

New signage shall be installed as follows:

Signals WGI/30, WGI/32: "End CTC - Start Section Authority"

Signal WGI/26: "End Section Authority - Start CTC"

WINGEEL LOOP

Until the commissioning of CTC signalling between Wingeel Loop and Berrybank, Wingeel shall be considered a Section Authority Terminal Station.
End CTC/Commence Section Authority Boards are located adjacent Signals WGI/30 and WGI/32.

An End Section Authority/Start CTC board is located adjacent Signal WGI/26.
Section Authorities issued from Werneth Block Point to Wingeel Loop shall continue to indicate a ‘Key Loop/Main Instruction’ on the Authority text. As far as practicable, the Network Controller shall signal movements through Wingeel in accordance with the text on the Section Authority.

All rail services will be signalled through Wingeel Loop in accordance with TA20 Section 17 "Centralised Traffic Control System." ALL Train Crews MUST proceed through Wingeel Loop as per the Signal Indications.

Movements departing Barwon Park Loop shall switch the LSDU to 1200 Mode (if not already done), contact the Train Controller and request a Section Authority to continue beyond Wingeel. The Train Controller shall not clear Signal WGI/30 or WGI/32 until it is confirmed that a Section Authority has been issued and acknowledged by the Driver. A prompt "TA Issued?" message will appear on the Phoenix screen for the Network Controller.

Automatic Mode - Barwon Park Loop and Wingeel Loop will both be equipped with the Emergency Automatic Mode of operations during failure conditions - Refer TA.20 Victorian Rules and Operating Procedures Section 17 Rule 8
