ALBURY VLINE TRAIN OPERATIONS

Commencing forthwith, the clauses contained in the following documents must be replaced by the revised clauses below, until both documents are formally updated:
1. Clause 4.2 of the ARTC Wayside Interface Agreement IA08 Appendix 21 (Operational Activities), Version 1.0, dated: 16.08.22, and
2. Clause 5.2.8 of Vline Procedure - OPPR-186 ‘Vline Train Operations - Albury’, (Cleaning Operations in Engine Road) Revision 7, dated: 14.07.23. The amendments are also advertised in a V/Line Circular.

4.2 OPERATIONAL ACTIVITIES Management of operational activities at Albury within the Engine, Platform roads and Shunt Neck:
Upon being requested by the Vline Competent Worker, ARTC Junee Network Control are to place an Operational Block on Signal AY71 at ‘Stop’ and No.27 points in the Normal position.
Vline activities can then be undertaken in accordance with the relevant Vline procedure.
The Operational Block must only be removed when the Vline Competent Worker confirms with Junee Network Control that all workers are clear and train movements are safe to proceed.

5.2.8 CLEANING OPERATIONS IN ENGINE ROAD Cleaning Operations at Albury will be supervised by the Vline Competent Worker. Cleaning staff are not to enter the Albury sidings to access the stabled train until receiving confirmation from the Vline Competent Worker.
The Vline Competent Worker must possess a valid Train Track Safety Awareness competency and be formally instructed in the contents of this SW Circular and the corresponding ARTC Train Notice.
1. To provide protection for cleaning staff to access the Albury sidings, the Vline Competent Worker must contact Junee Network and request an Operational Block be applied to Signal AY71 at ‘Stop’ and No.27 points in the Normal position.
2. The Competent Worker must then advise the Cleaning Supervisor (or designated Team Leader) when the Operational Block has been confirmed as being applied and that it is safe to enter the sidings and access the train.
3. The Vline Competent Worker must always remain on site at Albury station during the conduct of the cleaning operations.
4. The Cleaning Supervisor (or designated Team Leader) must ensure protection is placed on the train as per VEWI-266 prior to the cleaning crew accessing the train.
5. Once cleaning operations have been completed and all staff are clear of the train and the sidings, the Cleaning Supervisor (or designated Team Leader) must remove the protection placed earlier as per VEWI-266.
6. The Cleaning Supervisor (or designated Team Leader) must then advise the Vline Competent Worker that all staff have been accounted for and are clear of the train and sidings, and that the protection put in place earlier has been removed.
7. The Vline Competent Worker must then contact Junee Network Control and advise that all workers are clear and train movements are safe to proceed.
8. Junee Network Control may then remove the Operational Block applied earlier to Signal AY71 and No.27 points.
9. The Vline Competent Worker must maintain a permanent record of: - The time and date at which the Operational Block is advised by Junee Network Control as being applied, - The time and date at which cleaning personnel are advised as being clear of the train and sidings, and - The time and date at which Junee Network Control is advised that the Operational Block is no longer required.
