Standing Notice 427 dated 01/03/2019 is AMENDED (*) as below:

"Commencing 0600hrs on Sunday 3rd March 2019 Standing Notice’s 969/2016, 445/ 2013 and 430/2013 are withdrawn and replaced with the following.

ARTC has implemented the following restrictions to Road-Rail vehicles and light track equipment for travel on track, when operating under Train Running Information (TRI) as described within the Code of Practice for the Defined Interstate Rail Network Volume 3 Operations and Safeworking Part 1.

A new Train Running Information (TRI) Form SW7 must be completed by the Worksite Supervisor (Competent Worker) for each request to travel on track with Road-Rail vehicle(s) or light track equipment, for each individual journey.

Prior to authorising Road-Rail vehicle(s) or light track equipment to travel on track, the Network Controller must:
- Make sure that any preceding rail traffic has passed the intended starting point and is not returning from which the Road-Rail vehicle(s) or light track equipment included in the TRI will travel on track, and
- Apply blocking facilities where provided, or
- Initiate a formal process for blocking where blocking facilities are not provided to protect against train control decision-making errors in preventing a proceed authority being inadvertently issued into the block section where a TRI is to be authorised.

CTC territory:

(*) Blocking facilities must be applied to prevent entry and to maintain signals at stop thereby preventing a proceed authority being inadvertently issued into a block section prior to authorising a Road-Rail vehicle(s) or light track equipment for travel on track under a TRI.

Train Order territory:

Blocking facilities must be applied by formal process to prevent a proceed authority being inadvertently issued prior to authorising a Road-Rail vehicle(s) or light track equipment to travel on track under a TRI.

The Network Controller must ensure that there are no conflicting previously issued Train Authorities into the same block section where Road-Rail vehicle(s) or light track equipment are being authorised to travel on track under a TRI.

ABS Territory:

Blocking facilities must be applied to the train control graph by formal process to prevent a proceed authority being inadvertently issued to rail traffic authorising entry into a block section prior to authorising a Road-Rail vehicle(s) or light track equipment for travel on track under a TRI.

The Network Controller must issue a Train Authority to other rail traffic to prevent a proceed authority being inadvertently issued into the same block section prior to authorising a Road-Rail vehicle(s) or light track equipment to travel on track under a TRI.

In exception to Requested Joint Authority for Section, as applicable to Train Running Information contained within the Safeworking systems tables 2.5 and 2.6 on pages 15 and 16 of the Code of Practice for the Defined Interstate Rail Network (CoP) Volume 3 Issue 3.0 - ARTC Annotated Version July 2018 the follow will apply for TRI’s.

Until further notice, during the currency of a TRI which has been issued for Road-Rail vehicle(s) and light track equipment for travel on track, Network Controllers must not issue additional TRI’s for travel over the same or overlapping portions of track.

(*) In exception to the above requirements, if a second and opposing TRI movement is requested over the same portion of track and it has been confirmed that the original TRI movement has passed the take-off location and is not returning, a TRI for the second and opposing move is permitted.

Users of the ARTC Network are reminded that they must ensure that they are using the most up to date version of safe working forms.

All users of the ARTC Network affected by the change must make themselves familiar with this notice and the content of the revised Safe working form SW7 Train Running Information.
