Introduction of Centralised Traffic Control between Berrybank Loop and Vite Vite Loop

On Monday 11th of March 2013 at 1600 hours, the Section Authority System between Berrybank Loop and Vite Vite Loop will be abolished and replaced with Centralised Traffic Control signalling in accordance with Section 17 of TA20 ARTC Victorian Rules and Operating Procedures.

Section Blocking Commands will be placed in the Section Authority workstation for the Berrybank Loop to Tooli BP and Tooli BP to Vite Vite Loop sections and will remain in place until further notice.

The CTC Single Line Sections will be Berrybank Loop to Tooli Loop and Tooli Loop to Vite Vite Loop.

The control of all points and signals at Vite Vite Loop will be by the ARTC Section Authority Network Controller at NCCW Mile End.

The Section Authority System will still remain in operation from Vite Vite Loop to Maroona until the CTC Signalling is progressively commissioned at a later date.

The ARTC Network Controller can be contacted on Train to Base radio channel 2 or phone 08 8217 4232.

Movements proceeding from Tottenham (or locations between Tottenham and Vite Vite Loop) and intended to travel through the Section Authority Territory from Vite Vite Loop may change to 1200 mode upon departing Tottenham or other Location and advise the ARTC Network Controller when that they are in 1200 mode.

Movements not proceeding into the Section Authority Territory at Vite Vite shall remain in 600 mode.

Movements proceeding from Vite Vite Loop towards Tottenham shall immediately switch to 600 mode upon receiving the ‘final authority’ message in the LSDU. All movements between Vite Vite Loop and Tottenham shall remain in 600 mode.

Should the Train crew not receive the "Final Authority Message" at Vite Vite Loop, then they are to advise the Network Controller and confirm that the final Authority has been returned to the workstation prior to changing from 1200 mode to 600 mode.

BERRYBANK LOOP: PRINCIPAL ALTERATIONS

The Commence and End Section Authority Territory boards and location boards will be abolished.

Signal GV1552: Will be converted from a Repeating Signal to an Automatic Signal, displays ‘Stop’, ‘Normal Speed Warning’, ‘Clear Normal Speed’ and ‘Reduce to Medium Speed’ aspects dependant on the aspect displayed on Signal BBK/26 at Berrybank Loop.

TOOLI LOOP:

New 3 Position signalling shall be introduced as follows:

From Melbourne to Adelaide:

Signal GV1683: New 3 Position Automatic Signal, displays ‘Stop’, ‘Normal Speed Warning’, ‘Clear Normal Speed’ and ‘Reduce to Medium Speed’ aspects dependent on the aspect of Home Signal TOZ/6.

Signal TOZ/6: New 3 Position Home Arrival Signal from Melbourne to Main or Loop Track. Displays ‘Stop’, ‘Low Speed’ (approach cleared to Main and loop), ‘Medium Speed Warning’, ‘Clear Medium Speed’ (to loop) or ‘Normal Speed Warning’ or ‘Clear Normal Speed’ (to Main track only) aspects dependent on the position of the points at the each end of the loop and the aspect of the next signal.

Signal TOZ/30: New Home Departure Signal from Main track displays ‘Stop’ and ‘Clear Normal Speed’ aspects.

Signal TOZ/32: New Home Departure Signal from Loop track displays ‘Stop’ and ‘Clear Medium Speed’ aspects.

From Adelaide to Melbourne:
Signal GV1760: New 3 Position Automatic Signal, displays ‘Stop’, ‘Normal Speed Warning’, ‘Clear Normal Speed’ and ‘Reduce to Medium Speed’ aspects dependent on the aspect of Home Signal TOZ/26.

Signal TOZ/26: New 3 Position Home Signal from Adelaide to Main or Loop Track. Displays ‘Stop’, ‘Low Speed’ (approach cleared to Main and loop), ‘Medium Speed Warning’ , ‘Clear Medium Speed’ (to loop) or ‘Normal Speed Warning’ or ‘Clear Normal Speed’ (to Main track only) aspects dependent on the position of the points at each end of the loop and the aspect of the next signal.

Signal TOZ/10: New Home Departure Signal from Main track into the Single Line Section, displays ‘Stop’ and ‘Clear Normal Speed’ aspects.

Signal TOZ/12: New Home Departure Signal from Loop track into the Single Line Section, displays ‘Stop’ and ‘Clear Medium Speed’ aspects.

Tooli Loop will be equipped with the Emergency Automatic Mode for operations during failure conditions refer TA.20 Victorian Rules and Operating procedures - Section 17 Rule 8

TOOLI BLOCK POINT: PRINCIPAL ALTERATIONS

The Block Point signage and associated location boards will be removed and Tooli Block Point will no longer be deemed a safeworking location.

VITE VITE LOOP: PRINCIPAL ALTERATIONS

DICE Operation shall be abolished and all associated Signalling and Signage shall be withdrawn from service.

Vite Vite Loop shall become a fully signalled CTC Crossing Loop.

New 3 Position signalling shall be introduced as follows:

From Melbourne to Adelaide:

Signal GV1843: New 3 Position Automatic Signal, displays ‘Stop’, ‘Normal Speed Warning’, ‘Clear Normal Speed’ and ‘Reduce to Medium Speed’ aspects dependant on the aspect of Home Signal VVE/6.

Signal VVE/6: New 3 Position Home Arrival Signal from Melbourne to Main or Loop Track. Displays ‘Stop’, ‘Low Speed’ (approach cleared to Main and loop), ‘Medium Speed Warning’, ‘Clear Medium Speed’ (to loop) or ‘Normal Speed Warning’ or ‘Clear Normal Speed’ (to Main track only) aspects dependent on the position of the points at each end of the loop and the aspect of the next signal.

Signal VVE/30: New Home Departure Signal from Main track displays ‘Stop’ and ‘Clear Normal Speed’ aspects.

Signal VVE/30 is located on the right hand side of the track.
Signal VVE/32: New Home Departure Signal from Loop track displays ‘Stop’ and ‘Clear Medium Speed’ aspects.

From Adelaide to Melbourne:

Signal GV1920: New Repeating Signal displays ‘Warning’ and ‘Proceed’ aspects dependent on the aspect of Home Signal VVE/26.The signal indications on this signal will alter at the next stage of commissioning.

Signal VVE/26: New 3 Position Home Arrival Signal from Melbourne to Main or Loop Track. Displays ‘Stop’, ‘Low Speed’ (approach cleared to main and loop), ‘Medium Speed Warning’, ‘Clear Medium Speed’ (to loop) or ‘Normal Speed Warning’ or ‘Clear Normal Speed’ (to main track only) aspects dependent on the position of the points at each end of the loop and the aspect of the next signal.

Signal VVE/10: New Home Departure Signal from Main track into the Single Line Section, displays ‘Stop’ and ‘Clear Normal Speed’ aspects.

Signal VVE/12: New Home Departure Signal from Loop track into the Single Line Section, displays ‘Stop’ and ‘Clear Medium Speed’ aspects.

Signal VVE/12 is located on the right hand side of the track.

Vite Vite Loop will be equipped with the Emergency Automatic Mode for operations during failure conditions. Refer TA.20 Victorian Rules and Operating procedures - Section 17 Rule 8

All new signals in this section are approach lit. As a result, vehicles which do not drop track will see 'blacked out' signals when travelling through the section. A 'blacked out' signal is to be treated as a signal at stop.

SIGNAGE:

New signage shall be installed as follows:

Signals VVE/30, VVE/32: 'End CTC - Start Section Authority'

Signal VVE/26: 'End Section Authority - Start CTC'

VITE VITE LOOP

Until the commissioning of CTC signalling between Vite Vite Loop and Maroona Loop, Vite Vite Loop shall be considered a Section Authority Terminal Station.

End CTC/Commence Section Authority Boards are located adjacent Signals VVE/30 and VVE/32.

An End Section Authority/Start CTC board is located adjacent Signal VVE/26.

Section Authorities issued from Fiery Creek Block Point to Vite Vite Loop shall continue to indicate a ‘Key Loop/Main Instruction’ on the Authority text, as far as practicable. The Network Controller shall signal movements through Vite Vite Loop in accordance with the text on the Section Authority as far as practicable.

All rail services will be signalled through Vite Vite Loop in accordance with TA20 Section 17 'Centralised Traffic Control System.' ALL Train Crews MUST proceed through Vite Vite Loop as per the signal indications.

Movements departing Tooli Loop shall switch the LSDU to 1200 Mode (if not already done), contact the Train Controller and request a Section Authority to continue beyond Vite Vite Loop. The Train Controller shall not clear Signal VVE/30 or VVE/32 until it is confirmed that a Section Authority has been issued and acknowledged by the Driver. A prompt 'TA Issued?' message will appear on the Phoenix screen for the Network Controller.

Automatic Mode - Tooli Loop and Vite Vite Loop will be equipped with the Emergency Automatic Mode of operations during failure conditions – Refer to TA.20 Victorian Rules and Operating Procedures Section 17, Rule 8.
