APPLIES TO THE FOLLOWING ROUTE: Appleton Dock Sidings, Port of Melbourne
Appleton Dock Signal Commissioning Activities Prior to 1900hrs Monday 07 April 2025 --------------------------------------------
Between 2200hrs Saturday 05 April 2025 and 1900hrs Monday 07 April 2025, signal test and commission activities will be occurring at Appleton Dock requiring all points and signals at Appleton Dock to be booked out of service. A separate Train Notice details the commissioning activities.
NEW SIGNALLING: The following new signals controlled by the ARTC Network Controller will be commissioned: # Dwarf Signal APD4 located on the Appleton Dock Lead for rail movements departing Appleton Dock or proceeding onto the Swanson Dock Link Line toward Swanson Dock. # Dwarf Signal APD6 located on the Swanson Dock Lead for rail movements departing Swanson Dock or proceeding onto the Swanson Dock Link Line toward Appleton Dock. Both signals display ‘Stop’ or ‘Low Speed Caution’ and are provided with Arrow Indicators to display the route the signal is set for, and V and S indicators to display the gauge that the route is set. These signals will not display a proceed aspect when set by the ARTC network controller until the gauge of the approaching rail movement has been detected which is located approx. 30m from the signal.
POINTS CONTROLLED BY THE ARTC NETWORK CONTROLLER: The following new motorised points equipped with Dual Control Point Machines, controlled by the ARTC Network Controller will be commissioned: # Points 5U located on the Swanson Dock lead (beyond Dwarf Signal APD6) facing for departing rail movements from Swanson Dock. When set normal the points are set along the Swanson Dock lead, and when set reverse the points are set for the Swanson Dock Link Line. # Points 5D located on the Appleton Dock lead (beyond Dwarf Signal APD4) facing for departing rail movements from Appleton Dock. When set normal the points are set along the Appleton Dock lead, and when set reverse the points are set for the Swanson Dock Link Line. The Hand Throw and Selector levers on these points are secured with Maintenance Padlocks and may only be operated by an ARTC Signal Maintenance Technician or ARTC certified Competent Worker.
GAUGE TRANSFER, SWANSON DOCK LINK LINE: A new gauge transfer will be commissioned on the Swanson Dock Link Line. The Gauge Transfer transfers the common rail from one side of the dual gauge track to the other side of the dual gauge track. The Gauge Transfer is provided with two Dual Control Point Machines numbered 5BU and 5BD, and will set automatically upon the successful gauge detection of a rail movement approaching Dwarf Signal APD4 or APD6 provided a route has been set toward the Swanson Dock Link Line. The Hand Throw and Selector levers on these points are secured with Maintenance Padlocks and may only be operated by an ARTC Signal Maintenance Technician or ARTC certified Competent Worker.
LOCAL CONTROLLED POINTS: The following new motorised points equipped with Dual Control Point Machines, controlled from Local Control Panels will be commissioned: # Points 53 located on the Swanson Dock lead facing for arriving rail movements from the Swanson Dock Lead. When set normal the points are set along the Swanson Dock lead toward the Footscray Rd Sidings, and when set reverse the points are set for the East Swanson Dock (Patrick) Sidings. # Points 55 located in the East Swanson Dock (Patrick) sidings facing for arriving rail movements. When set normal the points are set toward the East Swanson Dock (Patrick) No. 2 siding, and when set reverse the points are set for the East Swanson Dock (Patrick) Sidings No. 1 siding. # Points 59 located in the East Swanson Lead facing for arriving rail movements. When set normal the points are set toward Footscray Rd No. 2 siding, and when set reverse the points are set for the Footscray Rd No. 1 siding. The Hand Throw and Selector levers on these points are secured with the new ARTC Safeworking Padlocks.
LOCAL POINT CONTROL PANELS: Two new Local Point Control Panels will be commissioned. Local Point Control Panel 1 is located on the shunting path between Points 53 and 59, and Local Point Control Panel 2 is located on the shunting path between Intermodal Way Level Crossing and the gate leading into the East Swanson Dock (Patrick) sidings. The control panels are provided with point select controls which are set by the train crew of rail movements. The cabinet that contains the control panels are locked with the new ARTC Safeworking Padlocks.
LIGHT POINT INDICATORS: New light points indicators will be provided and will display the route set of points 53, 55 and 59 in both facing and trailing directions.
INTERMODAL WAY LEVEL CROSSING: Intermodal Way Level crossing automatic operation will be commissioned, the operation of the level crossing linked to the selection of the point setting on the Local Control Panel and the occupancy of the approaching rail movement. DOCK LINK ROAD (SWANSON DOCK) LEVEL CROSSING: The key switch operation at the Dock Link Rd level crossing, on the Footscray Rd Siding side and the DP World Siding side of the level crossing, has been replaced by a spring loaded switch contained in a cabinet in the same position as the previous key switches. The cabinet containing the switches are locked with the new ARTC Safeworking Padlocks.
STOP BOARDS: Existing information boards associated with contacting the ARTC Network Controller in all sidings will be removed and replaced with STOP boards located as follows: # South Dynon End for departing rail movements on Appleton Dock No. 1, No. 2, No. 3, No. 4, No.5, No. 6 and No. 7 sidings. # Wharf End for rail movements proceeding toward the Wharf Siding on Appleton Dock No. 4, No.5, No. 6 and No. 7 sidings. # Wharf Siding for rail movements proceeding from the Wharf Siding toward the Appleton Dock sidings. # South Dynon End for departing rail movements on Footscray Rd Sidings No. 1 and No. 2 sidings. # South Dynon End for departing rail movements on East Swanson Dock (Patrick) Sidings No. 1 and No. 2 sidings. Rail Movements are not permitted to pass a STOP board without the authority of the ARTC Network Controller.
STOP INSTRUCTION BOARDS: STOP Instruction boards will be located as follows: # Both sides of the Appleton Dock Rd Level Crossing. # On the facing side of Swanson Dock Sidings Points 53. # Both sides of the Dock Link Rd (Swanson Dock) Level Crossing. Rail Movements are not permitted to pass a STOP INSTRUCTION board unless the instruction on the STOP INSTRUCTION board has first been complied with.
WRONG SIDED STOP AND INSTRUCTION BOARDS: Stop Boards and Instruction Boards placed on the wrong (right) side of the track will have an arrow board located below them to indicate the applicable track. The Arrow consists of a Blue reflectorised sign with a white arrow pointing to the track which the sign applies.
NEW OPERATING PROCEDURES: A new suite of operating procedures detailing the operation of the infrastructure has been issued and is detailed in a separate train notice.
