Swanson Dock Sidings, Non Use of Point Control Panels One and Two

Commencing Wednesday 16/04/2025

Commencing forthwith the Swanson Dock Point Control Panels One and Two have been taken out of service and Signal Maintenance padlocks have been placed on the doors providing access to the control panels.

The following will apply for the operation of rail movements to and from the Swanson Dock sidings:

# Swanson Dock Sidings will operate as detailed in the updated Port of Melbourne operating procedures;

# Points 53, 55 and 59 will be set to the ‘Hand Operating’ position;

# Intermodal Way Level Crossing, where required, must be operated by Test Switch for the passage of rail movements, and

# Swanson Dock Safeworker will be in attendance for the passage of rail movements into and from the Swanson Dock sidings and will work under the direction of the train driver for the hand operation of Points 53, 55 and 59, and the Intermodal level crossing only.

RAIL MOVEMENT ARRIVING SWANSON DOCK:
The Driver of an arriving rail movement must, prior to passing the ‘STOP’ Advisory Sign in advance of Points 53:

# Advise the Swanson Dock Safeworker the track the rail movement is to enter and request that the points are set;

The Swanson Dock Safeworker must:

# Set points 53, 55 or 59 for the required track;

# If applicable initiate the operation of the Intermodal Way Level Crossing using the test switch, and

# Advise the driver when this has been done.

Provided the point indicators are displaying the correct indications for the track the train is it enter, and where applicable, the Intermodal Way level crossing is operating correctly, the Driver may control the train into the required track.

SHUNTING:
The Swanson Dock Safeworker must operating points 53, 55 and or 59, and where applicable, the Intermodal Way Level Crossing, under the direction of the driver for any shunting that maybe required.

RAIL MOVEMENT DEPARTING SWANSON DOCK:
The Driver of a departing rail movement must:

# Obtain permission from the ARTC Network Controller to pass the respective STOP board;

# Advise the Swanson Dock Safeworker the track the train is to depart and request that the points be set,

The Swanson Dock Safeworker must:

# Set points 53, 55 or 59 for the required track;

# If applicable initiate the operation of the Intermodal Way Level Crossing using the test switch, and

# Advise the driver when this has been done.

Provided the point indicators are displaying the correct indications for the track the train is depart, and where applicable, the Intermodal Way level crossing is operating correctly, the Driver may control the train from the required track.
