ARTC National Safeworking Framework Phase 1 Introduction

Network Rules: The National Safeworking Framework Rules and Procedures applicable to ARTC Code of Practice for the Victorian Main Line Operations (TA20).

General Details / Operating Condition:
From 0000hrs (AEST) on 11th May 2026 ARTC will introduce the National Safeworking Framework (NSF) and begin to transition the Victorian (TA20) Network Rules and Procedures to ARTC’s national approach.

After this transition the National Safeworking Framework Rules and Procedures applicable to the ARTC Code of Practice for the Victorian Main Line Operations (TA20) will be available on the ARTC website in the current TA20 rules information location.

The tables below show the changes to TA20 as part of the NSF Phase 1.

Rules and Procedures being withdrawn and replaced by NSF equivalents:
1. TA20 Section 1, Rule 5a (Part) Train Notices is being withdrawn and replaced with NSFG 212 Network Information Publications V1.0

2. TA20 Section 1, Rule 5a (Part) Train Notices is being withdrawn and replaced with NSFO 428 ARTC National Notices V1.0

3. TA20 Section 1, Rule 6. Reporting and Responding to a Condition Affecting the Network (CAN) is being withdrawn and replaced with NSFG 206 Reporting and Responding to a Condition Affecting the Network (CAN) V1.0

4. TA20 Section 1, Rule 8. Network Communication is being withdrawn and replaced with NSFG 204 Network Communication V1.0

5. TA20 Section 1, Rule 9. Spoken and Written Communications is being withdrawn and replaced with NSFP 721 Spoken and Written Communication V1.0

6. TA20 Section 30, Procedure 30 Speed Restrictions During Hot Weather is being withdrawn and replaced with NSFG 210 Speed Restrictions During Hot Weather V1.0

7. TA20 Section 15, Rule 23. Infrastructure Booking Advice (IBA) is being withdrawn and replaced with NSFW 312 Infrastructure Booking Advice V1.0

8. TA20 Section 30, Procedure 31. Using Infrastructure Booking Advice (IBA) is being withdrawn and replaced with NSFR 704 Using Infrastructure Booking Advices V1.0

8. ANSG 614 Blocking Facilities V1.0
9. NFSO 432 Protection of In-Service Rail Traffic for Inspections and Repairs V1.0
10. NSFP 750 Protection of In-Service Rail Traffic for Inspections and Repairs V1.0

Rules and Procedures being updated:
1. TA20 Section 10 Working of Trains V2.1 Rule 20 b. incorporate Standing Train Notice 427 / 2018; and replace 'Train Notice' with 'National Notice' in document.

2. TA20 Section 15 Infrastructure Works V5.3 Incorporate Standing Train Notice 2117 / 2024

3. TA20 Section 18 Train Order System V2.2 replace 'Train Notice' with -'National Notice' in document.

4. TA20 Section 30 Operating Procedures Infrastructure Works 4.3 Incorporate Standing Train Notice 1520 / 2024; and replace 'Train Notice' with 'National Notice' in document.

5. TA20 Addendum Phoenix Electronic Train Order System 2.1 Incorporate Train Notice 330 / 2021; and replace 'Train Notice' with 'National Notice' in document.

Rules, Procedures and Safeworking forms not mentioned in this notice remain unchanged.

Competent Workers can access National Notices from the ARTC Website. RAMS can still be accessed for Daily or Standing Train Notices issued before 11 May 2026.
